[ST19] Raigeki reprint

I remember OCG comments saying the TCG was crazy for bringing this back.

The mighty thunderbolt has been confirmed to be reprinted in this year’s Starter Deck, at a perfect timing to match it being no longer Forbidden in the OCG.
