Well, technically you can use High Dragon as Materials since nothing restricts you (only Dragon Monsters)
Funnily enough, they didn’t bother changing anything for The Perfect Dragiastar, but they did change something for The Versus Fusion: while you still can’t use Dragon Monsters as Materials, you can use “The Dragias” more generally in the GY (meaning that if we get a Monster that takes the name “The Dragias” in the GY, it’s still a valid target)
seriously Konami?!! where The☆ Perfect Dragiastar “multi-choice” effect?!! wasn’t all the advance typing like Magical Knight and/or Cyborg (example) should have multi-choice effect for better or worse situation!! The☆Perfect Dragiastar also need multi-choice effect just like his other High Dragon counterpart The☆ Trinity and The☆ Dragiastar
I find it funny that these cards didn’t receive many changes (since well, they are decent in general terms), but they did bother to nerf Darkness Jointech when the Anime cards were already decent/competent cards (especially the Fusion Monster)

The Perfect Dragiastar is unchanged from the anime. It is the first Rush Fusion to be from a Rush ED exclusive Type and not have either a Multi-Choice or Continuous Effect. I like how the requirement is a combination of The Lugh’s Deck – his monsters love sending cards from hand to GY and getting multiple attacks in X and Rovian’s, which often play on low LP.
The Versus Fusion got slightly buffed. Now you can use more than 1 vanilla on your field as material (the anime version specified only 1), and you can now use The Dragias in addition to non-Dragons. This more easily brings out The Dragiastar and The Trinity Dragiastar.
However, this presents multiple problems. The Versus Fusion can only summon Fusions that list The Dragias as material, limiting your options just to these 3. The Dragiastar and The Trinity would rather have The Dragias in your GY than shuffled back into the Deck. The Dragiastar needs 2 vanillas with the same name in your GY for its requirement. The Trinity can only destroy backrow if you shuffle The Dragias back into the Deck. The Versus Fusion is unrecoverable within theme, unlike every other Fusion enabler. You can’t use The Clone or Mirroring Wyvern on the field as material because they aren’t vanillas. Locking your Dragon material to The Dragias also goes against the spirit of this Deck heavily relying on Level 7 Dragons not named The Dragias to more easily go into their more generic Dragon Fusions. FHD is not only stronger and more generic, but it has a much better effect. The Versus feels like pack filler.
Dragon Tribe Fusion, Polymerization, and Watermirror Serpent are much more effective at summoning The Dragiastar, with Watermirror as arguably the best of the three. DTF is recovered by Tribevern, who can also increase its Level to 7 so you can meet the requirement. Scout, Ship, and Lightwave can quickly gather the other materials in your GY.
Watermirror fuses any Level 7 EARTH or WATER Dragon – Gravebronze, Demolisher, and Slayer, each recoverable by Scout – and 1+ other Dragons from your hand or field, no matter the Level. Watermirror is recovered by Tribevern. You can use name changers like The Clone and Mirroring, in addition to Level changers like Scout and Tribevern, on the field, to get Perfect’s specific materials. Demolisher is also recovered by Scout and can also revive Slayer, filling 2 of the Level 7 slots right there. Geist can also revive Demolisher and Gravebronze. Fusionic Revivern and Star of the Beginning can also recover Polymerization.
If you want to use The Versus Fusion, I suppose you can put one copy of The Dragias and The Versus Fusion each into a Level 7 pile Deck benefitting from Ship, Secret Order, Parallelverse Gate, and the Deities which function as millers. But honestly, you’re better off not playing The Perfect at all. It only has a meager 100 ATK more than Trinity who is far easier to use and has a nearly identical first effect. (But Trinity’s first effect is better because you can make up to 3 attacks, including direct attacks, while Perfect can only attack monsters once each.) Perfect has one thing going for it – having 2700 DEF makes it easier to summon The Deities.

Part of me thinks they might be aiming for a “canon” version of the Lv7 pile, between how Versus Fusion was used in the anime (summoned in a tag duel using Rovian’s bosses and The Dragias) and how both Sevens and Go Rush have segments of the MC using the cards of their friends for a final duel.
I won’t set aside that they could just be pushing the anime cards for flavour but it’ll be hard to use Versus fusion (and Ultimate Trinity Stargazer if it’s printed) in real decks without focusing on a Lv7 package, which doesn’t generally benefit from these cards.
