You can activate it if you go first. You’ll just only send the top 2 cards of your Deck to the Graveyard.
You only need to go second if you want the Monster Reborn portion of the effect.

This is an extremely unique condition even for non-rush yugioh. I don’t believe there is a single card (even among anime/manga cards) that explicitly states on what TURN you can do {insert effect}.
