[EFFECT] Draw 1 card, then, you can choose 2 face-up monsters you control with the same Attribute and have them gain 400 ATK until the end of the turn.

I think it’s probably also a pun with oto (sound) and tomodachi (friends). Cute card!
Minus the draw 1, this is a combination of Giftarist and Speedy Performer’s effects. Giftarist gains 400 ATK because Speedy Performer, another face-up Psychic, is on the field. Speedy Performet gains 400 ATK because of her own effect. They are also both DARK Attribute.
Since the requirement is only 2 face up monsters of the same Type, Giftarist can’t gain more than 400 ATK with its own effect. So this is a cute way of referencing both monsters gaining 400 ATK each with their own effect, and the bonus being the draw 1 (likely a sign of their friendship).
