Normal Spell Card
[REQUIREMENT] Send up to 2 cards from your hand and/or field to the GY.
[EFFECT] Draw 1 card, then, choose 1 Level 5 or higher LIGHT Spellcaster monster in your GY and Special Summon it to your field face-up. After the effect is activated, you cannot activate the effects of monsters for the rest of the turn, except LIGHT Spellcaster monsters.

Normal Spell Card
[REQUIREMENT] If the only monsters in your GY are LIGHT monsters.
[EFFECT] Choose 1 monster in your GY and add it to the hand, then you can choose 1 “Fusion” in your GY and add it to the hand. After this card is activated, you cannot activate the effects of monsters for the rest of the turn, except “Praime Dwarf”.

They finally revealed Praime Call at long last. Slapped with a huge restriction to avoid potential interactions with Bandijo and Dian Keto if they ever get printed.
Animagica Witch seems to be designed for Praime as well given their overreliance on Level 7/8 LIGHT Effect monsters, giving the Deck much needed hand control while also being a Tribute on board.
Manifestation gives Celeb Rose even more consistency.
Monster effect restrictions on Spells is very interesting. Konami is likely being more cautious to curb back any potential abuse so the cards are only used in their intended themes.
Honestly, I wouldn’t be surprised if some future Decks receive the Excutie restriction: that is, cards that only work with certain Monster Types with specific statistics. In this way, some cards are somewhat prevented from being generic or general use.
And well, seeing that some Spell Cards have been problematic in Rush Duels, it would be best to start putting restrictions if necessary.
After stuff like Skysavior Witness, this having what’s almost current era effect restrictions is odd.
Likely done out a keen sense of caution, given all the LIGHT stuff that’ll be here and that’s still to come.
Skysavior Watch came out around this time last year, more than enough time for them to change and/or adjust their design approaches/philosophies.
Not shocked considering how generic these cards would be otherwise.
Praime Call could have been used in *any* Deck with the right set up and would have been amazing in Celeb Rose/The Dragias in particular. Imagine if you summoned a low Leveled LIGHT monster and used it as Tribute fodder, or if you dumped it from the hand or milled it as cost, then you recover that monster back with Praime Call because even 1 monster in your GY would meet the requirement. This also prevents Bandijo and Dian Keto recovering it after using it and then activating Call again on the same turn. It doesn’t shut down Continuous Effects so you are meant to use it alongside Praime Armor Nova or his Fusion.
Manifestation would also be useful for a similar reason, converting dead cards in hand to an additional draw and a monster on board. As LIGHT Spellcaster will inevitably get more generic representation over time, this is to curb back any abuse so you can only use it in the theme it is intended for.
After players exploited Cat-Trois, Grand Extreme, and Excutie Scramble’s requirement/effect restrictions, or lack thereof, in past formats, Konami should be a bit more aggressive on printing cards in the future. Especially ones like these that can easily be abused with the right mindset.
It seems that Animagica Witch is a LIGHT Beast (according to the Yu-Gi-Oh database), which would make sense as to why you could use it in a Praime Deck.
And so far, as for Decks, things look like this:

Second Archetype: Transamu (LIGHT Galaxy)
OCG/TCG Import: Jinzo
Extra/Wild Card Archetype: ???
Extra/Wild Archetype usually goes to a secondary GO RUSH character. Ironically, with all the LIGHT support, I wouldn’t be surprised if they printed Sky Fossil, an Anti-LIGHT Deck.
