【REQUIREMENT】 If the only monsters in your GY are Dinosaur monsters and there is a Legend Monster or “Upstart Goblin” in your GY.
【EFFECT】 Choose 1 monster on your opponent’s field and destroy it, then if “Upstart Goblin” is in your GY, you can draw 1 card.

Being treated as Ritzy in the GY allows it to be shuffled back as Fusion material with UEM.
The requirement is a bit too specific especially for modern Dinosaur builds.
You need either Upstart Goblin or Super Conductor Tyranno (the only Dinosaur Legend in the game) in your GY. Even with dedicated support Upstart isn’t that good. Dinos have Jurassic Draw and consistent milling to recover or fuse away their key pieces later, making Upstart only useful for its Fusion line. Upstart competes with stronger Legend Spells in the format. Dinos also received another Legend Spell in Tail Swipe, which while situational is intended to work with the Maximum as a board bounce. If you go with Tyranno instead you miss out on the draw 1.
For this to work Konami needs to print an archetypal Spell treated as Upstart in the GY. Otherwise you have to commit to a suboptimal build.
Wow, Triple Build Pack: Evolution Impact must have been a hit since Dinosaur and Rush’s Red-Eyes are still receiving support so far (I don’t know if Delirium will receive any support later this year)
In any case, Konami needs to give Fusion Dino Deck better tools if it wants to make it viable.
