A: Neither can be Special Summoned. Miracle Contact can Special Summon Fusion Monsters that have “Elemental HERO” in their card name and have Elemental HERO Neos specifically mentioned as a Fusion Material. Rainbow Neos mentions Elemental HERO Neos as a Fusion Material, but it does not have “Elemental HERO” in its name. Elemental HERO Divine Neos is an “Elemental HERO” monster, but it does not mention Elemental HERO Neos as a Fusion Material. Therefore, neither of them fall under the category of “an “Elemental HERO” Fusion Monster that mentions “Elemental HERO Neos” as material”.
“During a turn in which the effect of Number 68: Sanaphond the Sky Prison is applying, can I activate the effect of a “Paleozoic” Trap Card in the GY?”
Q: During a turn in which the effect of Number 68: Sanaphond the Sky Prison “neither player can Special Summon monsters from the GYs” is applying, can I activate the second effect of Paleozoic Dinomischus that Special Summons itself?
A: Yes, you can. (It will be successfully Special Summoned as a Normal Monster.)
Similarly, the second effect of Paleozoic Dinomischus can still be activated even if the following effects are applying, and it will be Special Summoned normally:

Q:

If Cyber Dragon Core is changed to face-down Defense Position by another chained effect, which monsters are banished by the effect of Icejade Gymir Aegirine?
(B) When my opponent activates the third effect of Wightprincess by sending it from their hand to the GY, if I chained and activated the effect of Icejade Gymir Aegirine, which monsters are banished by its effect?
A: As a general rule, the name of the card that activated its effect is referenced when resolving the effect of Icejade Gymir Aegirine. (Even if a monster that activated its effect is in face-down Defense Position, its card name is referenced at resolution for resolving the effect.)
However, if the monster that activated its effect is no longer in the same place where its effect activated when resolving the effect of Icejade Gymir Aegirine, its name at the time of activation will be referenced for resolving the effect.
(A) When resolving the effect of Icejade Gymir Aegirine, the name of the card in face-down Defense Position is referenced, so cards with the name “Cyber Dragon Core” are banished from your opponent’s face-up field and GY. (A) Ohime the Manifested Mikanko, whose effect states “your opponent takes any battle damage you would have taken from battles involving this card.”
(B) Lyrilusc – Recital Starling, whose effect states “battle damage you take from battles involving this Xyz Summoned card is also inflicted to your opponent.”
A:
(A) Only your opponent takes 3000 damage.
(B) Both players take 3000 damage.
The effect of Succumbing-Song Morganite only applies when your monsters inflict battle damage to your opponent, so it does not apply when battle damage is inflicted to your opponent by their own monsters due to the effects of your Ohime the Manifested Mikanko or Lyrilusc – Recital Starling.

Q: I Special Summoned Maliss <Q> Hearts Crypter from my Extra Deck with the effect of Maliss <C> TB-11. If that Special Summoned Maliss <Q> Hearts Crypter is pointing to a monster, can I activate its effect this turn?
A: Its effect cannot be activated. (Monsters Special Summoned by the effect of Maliss <C> TB-11 cannot attack and neither player can activate their effects during that turn.)
The text of Maliss <Q> Hearts Crypter states that its first effect and its activation cannot be negated, but this means that if the effect is activated, it will not be negated.
Furthermore, if a Maliss <Q> Hearts Crypter Special Summoned by the effect of Maliss <C> TB-11 is banished, the effect “that Summoned monster cannot attack and neither player can activate its effects” no longer applies, but since it was not Special Summoned by Link Summon, its second effect cannot be activated.
“If I activate Destructive Daruma Karma Cannon while Conquistador of the Golden Land and a Link Monster are in the Monster Zone, do I apply the “then” effect?”

A: No, it does not. Cards that are also treated as Trap Cards while in the Monster Zone, such as Conquistador of the Golden Land, are Set to the Spell & Trap Zone when changed to face-down Defense Position, so they are not considered to have been successfully changed to face-down Defense Position.
If the following effects are applied only to a card that is also treated as a Trap Card while in the Monster Zone, such as Conquistador of the Golden Land, they are not treated as having successfully changed a monster to face-down Defense Position.

(A) Yes.
(B) and (C) No. The line of text listing the Fusion Materials for First of the Dragons does not specifically mention Elemental HERO Neos, and Elemental HERO Magma Neos is a Fusion Monster that requires 3 monsters as Fusion Materials, so neither monster is considered a Fusion Monster that lists exactly 2 monsters as material, including Elemental HERO Neos.
(D) Yes. When doing so, you must send to the GY 1 Elemental HERO Neos from your hand, Deck, or Monster Zone, or 1 Fusion Monster that mentions Elemental HERO Neos from your Monster Zone, and 1 Effect Monster from your Monster Zone. (The “1 Effect Monster on the field” portion of its Fusion Material requirement must be taken into account, so you must still send 1 Effect Monster from your Monster Zone to the GY, and cannot send one from your hand or Deck.)
“If I control multiple cards named “Unknown” that have different original card names, does the restriction “You can only use each effect of [this card’s name] once per turn” mean that only one “Unknown” can use its effect?”
Q: If I control both Snake-Eye Ash and Snake-Eye Oak, which have the text “You can only use each effect of [this card’s name] once per turn”, and their names are treated as “Unknown” due to the effect of my opponent’s Heraldry Flash or Number 69: Heraldry Crest – Dark Matter Demolition, can I only use one of their respective second effects?
A: Even if both cards’ names are treated as “Unknown”, you can still use the second effects of both Snake-Eye Ash and Snake-Eye Oak once that turn. (The restriction is applied the same way as when their names are not treated as “Unknown”.)
**Note: This question highlights how name-based (“hard”) once per turn restrictions are written in the OCG, which is slightly different than how they are written in the TCG. Individual effects in the OCG are numbered, and “once per turn” clauses say “this card’s name” rather than specifically write out the name, so the restriction on Snake-Eye Oak and Snake-Eye Ash are both identical to each other. They translate to something closer to “You can only use the ① and ② effects of a card with this card’s name once per turn”. A TCG player wouldn’t necessarily need to ask the above question because both Ash and Oak have their individual names written in their restrictions, and their text do not refer to each effect by their number.
“When resolving The Hallowed Azamina, can I send a “Sinful Spoils” card whose activation has been negated to the GY?”
Q: If I activate The Hallowed Azamina, and then activate WANTED: Seeker of Sinful Spoils on the same Chain, but my opponent chains the effect of Ghost Belle & Haunted Mansion, can I choose that WANTED: Seeker of Sinful Spoils as a card to send to the GY when resolving The Hallowed Azamina?
A: No, you cannot. Once a Spell or Trap Card’s activation has been negated, it is no longer considered to be on the field. Therefore, you cannot choose it as a card to send to the GY with the effect of The Hallowed Azamina, and you must send a “Sinful Spoils” card from your hand or field to the GY other than that WANTED: Seeker of Sinful Spoils.
Furthermore, if there are no other “Sinful Spoils” cards in your hand or field when The Hallowed Azamina resolves, its effect is not applied. (You do not reveal an “Azamina” Fusion Monster from your Extra Deck.)
“If Millennium Ankh is activated while the effect of Golem that Guards the Millennium Treasures is applying, what happens if an effect that negates the activation or the effect is activated?”
Q: If the effect of my Golem that Guards the Millennium Treasures is applying and I activate Millennium Ankh, what happens if my opponent chains the following effects?
(A) Baronne de Fleur
(B) Dominus Impulse
A: Determine whether or not the effect that was chained is one that negates the activation of Millennium Ankh. If it is an effect that negates activations, it is not applied due to the effect of Golem that Guards the Millennium Treasures, and the activation of Millennium Ankh is not negated.
(A) The effect of Millennium Ankh is applied normally. (The effect of Baronne de Fleur is one that negates activations, so it is not applied.)
(B) The effect of Millennium Ankh is negated. (The effect of Dominus Impulse is not an effect that negates activations.)
“Can I activate an effect that Special Summons “as many monsters as possible” while the effect of Blue-Eyes Spirit Dragon is applying?”

Can Neos Lord activate its effect if it attack and destroy a monster by battle and send it to the gy?
I’m pretty certain Neos Lord is legal in the damage step, regardless if triggered by battle/effect destruction. I think the reason is because, the first way of triggering him is via special summon (which is legal in the damage step), making the secondary way legal during it as well (and Tearlaments Kaleido-Heart and Yang Zing Creation share this same trait in having dual-triggered effects, and work the same way). The cards in the TCG may only lack the “even during the damage step” clause, as a way to save ink. But someone can correct me if I’m wrong, as I’ve always been curious about the reason for this interaction myself.

No it cannot. This effect is not an effect that can activate in the Damage Step.
My bad, you actually can. Somehow completely glossed over “If this card is Special Summoned”. As its activation condition partly includes a condition which could activate during the damage step, the effect can be activated even if only the other part of the activation condition is met.
