Can this send level 1s? I feel like there’s some weird ruling where its level must change, and since it would stay level 1 it isn’t allowed.
You should be able to send lvl 1s if I understand it correctly. Since the send is for cost and the change level effect is only tied to if you special summon it. So you should be able to send raika seed like someone commented or byblisp. However, I’m not sure if this is an activated effect or an inherent summon like Diabellstar
Could also be a useful tool for enabling Traptrix or Aroma, and letting them mix things up with some Dragon-based archetypes.
You’d lock yourselves out of your insect Traptrix so probably not that one.

As much as I’d love to use this in Traptrix, I’d lose the insects, which is a no-no.
However both Aroma and Rikka should be able to use this.
