[EFFECT] While this card is face-up in the Field Zone, if a player controls only 1 monster, that monster cannot attack unless that monster is a Fish, Sea Serpent, Thunder or Aqua monster.

So they did print Maguto’s Field Spell after all. The fact that it supports the same Types as Umi makes you think they want players to use it in Umi-decks, but then Wave Fusion only works on Water-Fish so maybe not? Still, a potential sidedeck option for best of three’s if the opponent is using a Maximum focused strategy.
I think the Anime had a different strategy or style for Maguto than Konami wanted: that is, for Konami, it’s Fusion Fish.
Unless Maguto has another Duel where we can see more of his Deck, we can only affirm that his Deck seems to be built to face Maximum Monsters.

Ok, so they printed Maguto’s Field Spell after all: functioning as a third Umi for Rush Duels against Maximum Monsters.
That would only leave the Trap Card and Maguto’s Normal Monsters as what’s left to print (in fact, it seems strange to me that they haven’t printed the Normal Monsters: at least the one with 1500 ATK)
The vanillas are practically useless, and several cards such as Fiddlebadour and Tanegashima Tuna were reworked to no longer require vanillas to activate their effects.
Konami realized that outside of specialized vanilla Decks, or if you have to for Fusion Summoning, nobody will play vanillas.
As expected Maguto’s Field Spell is in here and it does as it is intended to do – prevent most opposing Maximums from attacking. Combined with Neutron Bluefish, which shuts down most Maximum monsters’s effect activations and can attack directly, and either Onimaru Kunituna which protects your Fish monsters from effect destruction, you have a decent floodgate against Maximum decks. However, the Field Spell itself is fragile and can be removed. You can also Tribute your Maximum if need be, as practically every meta Maximum Deck can work just fine without using Maximums.
The card itself is good in the four Types of Decks that can make room for it, but it doesn’t stand up well against counterplay.
