Ryu-Ge I don’t think was a good idea on its own anyways. They are much better being useful as engines in other decks than trying to make a pure/pureish build

Once again? They literally have not gotten legacy yet. Like even if you just count this, that would be a first card of legacy support.
I disagree on it not supporting the Deck, personally, because it very roundabout is designed to:
1) Be summonable without wasting the Field’s summon effect to get it out, by way of the Field’s search effect; this nets you up to two Rank 10’s off the Field’s summon, which even if type-locked the turn you searched does still at least net you a Varudras while you likely keep whichever Ryu-Ge whose gates you want live out.
2) Helps make Serpentfall live, and I mean both of them; its effect is designed to fish for a monster mill to add to Yuanba’s tally, while its type is there to make the Gate of Serpentfall’s bounce live even if Yuanba isn’t (such as if you Tributed it for Guangba’s summon).
3) Acts as a time card for the deck, as much as I hate to say it; Gustavs’re gonna Gustav, but this can pop off 1k damage even in the turn you resolve the Field’s search effect.
Does it name any names while doing all this? No, of course not. But it definitely doesn’t NOT support the deck by being a free body that ‘coincidentally’ lets you have your bounce live ASAP and asks for nothing in return.

Twins of Eclipse is a fantastic addition to Zoodiac and also a way to recycle Utopic Draco Future with a material.
Dang it when are we getting new Umbral Horror support. Vector is one of the best character in the anime and yet he hasn’t gotten any support since Zexal ended. Meanwhile Galaxy get a billion support and is still not meta.

I’d play it at three because if you normal summon white rabbit and it gets impermed you go into link decoder or linguriboh summon skipper vanish white rabbit that special summons rabbit and skipper go into splash mage revive white rabbit it’s full combo

The Xyz Monster doesn’t specify that the Rank 4 monsters’ materials (of you use Rank 4 monsters) are transferred to it. Is that the new standard, to not say it because it’s implied, or are they not transferred?

If it doesn’t say transfer the materials, the materials fall off.
Mats won’t transfer, which honestly seems like a benefit for Ryzeal since that means they’re dead so you can rez ’em with Node or Plug-In, fuel Palma or Cross with ’em, attach ’em to Duodrive (or Deadnader if another Deadnader’s got the Mereologic football), get ’em back with Oil, and so forth.
The Twins themselves aren’t hungry for mats since their effect just wants one a turn so the mats falling off any Xyz they use to come out isn’t a bother for them, and while you’re just as happy to see them go (since that revive effect’s a gift that’ll keep on giving more Deadnaders), if push comes to shove and you need them to keep swinging for the fences they won’t go hungry for mats either thanks to Plug-In and Hole Thruster.
So, all in all, while them being built to let the mats fall off seems odd at first blush, but it’s all part of it being built to play well with Ryzeal.
