The set that comes out around this time is the one that usually has support for the world premier cards, so theres a good chance they will be
So 2nd effect is meant to target a Rokket monster that will destroy itself with it’s anti-targeting effect trigger both it’s own ability to summon another Rokket & This Borrel Effect to summon 3rd from the main deck then leading into a Link-4 Borrel monster
Rokket triggers do various things, the summon is in the end phase.

halq has retrain in prismatic packs so it will probably be in master duel in a years time
