Considering Boton is in the artwork on two support cards that either Fusion Summon or recover Fusion from the GY, I am more confident this is another standard Fusion for them. Shining Flare Wingman being in this set is proof that not every Fusion in here will be a Contact Fusion, and we should wait for the actual card before determining this monster is one.

So, literally never then? Yu-Gi-Oh has it origins in a shonen manga for crying out loud. Sure, you could make the argument that there is a significant difference between, say, Enchanting Mermaid and Diabellstar the Black Witch, but chalk that up to the general “anime” aesthetic changing over the years between LOB and the present day.
The anime look has been a core part of Yu-Gi-Oh visual identity from day 1, and that’s that.
