Isn’t it just full spanish? The kana is Kuriatûra instead of Kureatûra.

This is literally just the effect of Ultimate Flag Beast Boltricorn but with an Extra Deck lock
Not quite. As described in the short, this monster has 1000 DEF for the Vassals and Royal Wisdom Guards. You also mill an additional card since the aforementioned monsters need a lot of monsters with 1000 DEF in your GY. This monster is also DARK for Caius.
For Monarchs specifically they don’t have much in the way of backrow removal prior to Tribute Summoning, so preventing your opponent from activating summon or battle Traps is very useful.
There’s nothing wrong with a specific Deck receiving its own version of a preexisting card. This isn’t even the first time it happened. Grace Cat is a technical clone of Gamabot, minus the card you want to add. Cat can only add 1 card while Gamabot can add up to 2, but the card Cat adds (Kana) is far more valuable to its Deck.
