Konami has been importing cards according to the products where they feel are most appropriate, such as Three-Eyed Ghost in Phantom Nightmare to tie in with the Yubel and Sacred Beast support or the Brionac retrain alongside the new Ice Barriers.

Spell card “moster reborn” basically another moster reborn, except much harder to abuse, as you can’t activate the effects of the monsters you revive from either GY, irrelevant, if you are using it for link summon, as most of them accept any effects monsters, bar the cyberse ones, who needs cyberse monsters to get them out.
