Note: Plunder + Mandolin. a la mode is French for “Fashionable” or “Modern Style”. For whatever reason, American English seems to use it heavily for Ice Cream.

[EFFECT] Send the top 2 cards of your Deck to the GY, then, you can choose 1 “Fusion” or “Psyquip Fusion” in your GY and place it on the top or bottom of your Deck. If you returned a card, then you can choose 1 WIND Psychic monster, “Fusion” or “Psyquip Fusion” in your GY and add it to the hand.
Note: Da capo is an Italian musical term that means “from the beginning” (literally, “from the head”). The term is a directive to repeat the previous part of music, often used to save space, and thus is an easier way of saying to repeat the music from the beginning.

At this point, Galactica Fusion Space should be printed with an additional Buff to allow Fusion Summon from the GY: that way, Fusion will allow Fusion Summon from the Hand, the Field, and the GY. Or, failing that, have an additional advantage if you Fusion Summon with Normal Galaxy Monsters.
Regarding the other thing, honestly, considering that Asaka is the favorite of the Rush Team, it made some sense for them to help her with her Deck in the Fusion Summon section.
With Rovian? There were always jokes that she doesn’t receive adequate support for her Deck. So, it’s a miracle that they gave her something that allows Fusion Summon from the GY (although the bad thing is that that support is a Fusion Monster. Not everything is perfect)
Konami has been ambivalent about supporting Galaxy, only printing a handful of monsters with situational consistency (usually the ones that support Normal monsters or the activate after monster destruction/Battle Phase Traps) and almost none of their anime backrow. Ironically some of the Galaxy Equip Spells from the anime have been printed because they don’t support Equips too well.
They have also been very careful not to print Zuwijo’s Fusion or draw cards either.
As Galaxy already has a strong Fusion core as is, a Field Spell that lets them more easily bring out their Fusions may be too much for Konami’s liking.

This explains the Fiddlebadour reprint but surprisingly not Heel Healer.
The Fusion’s materials are the two monsters that specifically mention Psyquip Fusion by name, and the Spell is designed specifically for Plandolin. While this adds to their consistency plan I am not sure if it is enough.
I feel like the Deck won’t reach its full potential until it gets better Equip Spells and some exclusive Trap Cards for WIND Psychic that match the Deck’s strategy.
Likewise, it wouldn’t be bad to get new forms of Special Summon WIND Psychic Monsters from the GY that aren’t a Fusion Monster (more Spell Card and Main Monsters that do that would be welcome)
