Is Cyc the first known example of a hard OPT in Rush or am I overlooking something?

I think you are exaggerating or seeing beyond. There were already cards in Rush Duels where you could only activate the Effect once, but it was tied to the moment where you Normal Summoned or Tribute Summoned that Monster.

Rush’s Monarchs is a great example of this: most of their Monsters can only activate their Effect once since, once they Tribute Summoned, they can no longer activate their Effects.

yeah cyc is the first genuine hopt effect in rush

Cyc has the clause “If you have not activated the effect this turn,” which prevents you from using it more than OPT.
As far as I am aware, Monarchs don’t have that clause, only mentioning their effect can only be used on the turn they are Tribute Summoned in Attack, with nothing stating the effect can’t be looped or reused if you have the resources.
        Cyc can’t be looped.

Hoping for Friend Bishop, Pyro Magician and the rest of spell and trap from anime Sevens in this pack

      • NeoArkadia on August 20, 2023 11:24 pm

They’re pretty clear it’s Yuga, Luke, Romin and Gakuto only this pack.

When I saw Cyc’s effect being a hard once per turn, a first in Rush Duels in general to have that clause. Me thinks that Konami don’t want to be the same issue as what happened to Progress Potter and Necromaid Nana due to that both cards are on the banlist.
