Destroy this card during your 3rd Standby Phase after activation.
(1) Activate this card only if your face-up Synchro Monster(s) is destroyed by battle or an opponent’s card effect by targeting 1 of them: Special Summon 1 Tuner and any number of non-Tuners from your GY, whose total Levels equal that monster’s. The Special Summoned monsters cannot be destroyed by battle or card effects during this turn.
(2) Neither player can Synchro Summon.

man… i se wanted it to be the spell yusei used…. but that would be so busted
Yusei’s Spell card required your synchros to have been properly summoned and then returned to the Extra Deck. Even against a stun/anti-meta deck, at absolute best I’m getting 1 monster compulsed and I’m not relying on a very late game Pot of Avarice to get value out of that card. Also, as much as I would have loved even the really bad ones to be made, they have never printed Speed Spells.
So can the revival effect only be used once in the three turns it’s on the field?
Yes
you revive something and you basically have left a D barrier for synchros during the 3 turns (only that it doesnt negate the effects of synchros on the field)
The card is mediocre and you are better off using any other summon floodgate instead.
This card would’ve been bad even in 2010
