Maybe I’m not experienced enough, but why is the Swordsman of the Ice Barrier special summon effect considered an ignition effect and not an inherent summon like the Scareclaw monsters? I know this is OCG but is it /that/ different of a format?
There is no special rule for the OCG or something. They designed swordsman’s effect as an ignition effect. That’s all. 🙂
Activated effects are denoted by the presence of a colon or semicolon. You must declare the activation of Swordsman in your hand, which will start a chain.
Non-activated effects of a monster to special summon themselves do not start a chain. You slap the Scareclaw on board and then ask your opponent (in so many words) if they have an effect that negates summons that they would like to use here. Otherwise, you’re done, and the Scareclaw is summoned, you go on to check for trigger effects and such like normal.
The format makes no difference here. These are two functionally distinct types of effects that happen to accomplish a similar action.
