Must be Special Summoned (from your Extra Deck) by sending the above cards from either field to the GY.
(1) If this card is Special Summoned: Toss a coin.
● Heads: Special Summon 1 Level 10 “Arcana Force” monster from your hand or Deck, ignoring its Summoning conditions.
● Tails: Add 1 card that has a coin tossing effect from your Deck to your hand.
(2) Your opponent cannot activate monster effects on the field while “Light Barrier” is in the Field Zone.

SUDA-JP053 Hikari no Hadou (The Wave of Light)

You can only use the (3)rd effect of this card’s name once per turn.
(1) During your Standby Phase, if you do not have “Light Barrier” in your Field Zone: Toss a coin, and if the result is tails, this card’s 2nd and 3rd effect are negated until your next Standby Phase.
(2) Fairy monsters you control gain 300 ATK/DEF.
(3) You can discard 1 card; add 2 “Arcana Force” monsters with different names from each other from your Deck to your hand, also you cannot Special Summon for the rest of this turn, except “Arcana Force” monsters.

Note: As I recall, this card is based on a scene from the anime where it’s revealed Saiou is heavily represented by The Devil, a card that represents enslavement to baser passions and destructive desires (or you know, a cosmic force bent on total universal destruction, but same diff). It’s also an alternate name for the Light of Destruction, the entity that kinda served as the comsic villain of GX.

(1) Toss a coin and apply this effect. If “Light Barrier” is in your Field Zone, you choose the effect instead.
● Heads: Special Summon 1 Level 4 or lower “Arcana Force” monster from your Deck.
● Tails: Special Summon 1 monster from your GY that has a coin tossing effect.
(2) You can banish this card from your GY; add 1 card from your GY to your hand that has a coin tossing effect.

TL Note: Saiou is either saying Destiny has reached a higher level, or maybe ‘I’m sending you to the world hereafter’, but the latter should usually be worded a bit differently 9 times out of 10.

Maybe “Destiny has ascended to the next world!”
