The only thing I can think of is that this is a consequence of the “Advance Pack”‘s Restructuring.
The previous “Advance Pack” had five Decks (two of them being pure Reprints and Blaze Fiend was incomplete in its Section), and now we only have three Decks (each with a decent number of 9-11 new cards). Also, this time around, this “Advance Pack” doesn’t seem to have the same generic support as the previous Pack.
The other alternative is perhaps Konami saw that Sparkhearts needed a larger number of Slots on new cards that it couldn’t afford to spend on Reprints (so, they put them at the end of the Pack)
