I would advise against using it to Xyz Summon, because that would turn off its second effect.

It’s literally a free starter for Galaxy/Photon, immediately making Galaxion to summon Galaxy-Eyes from your deck. It’s not /amazing/, don’t get me wrong, but it’s definitely not ‘mid’ for Galaxy/Photon.
For a GP deck this card is pretty useful. It’s a Lv 4 one card GP Dragon, that can be brought back with summoner, and discarded by solider. All without any weird restrictions and thinning the deck a bit.
Unfortunately, it has less than 2000 atk. It doesn’t qualify for GEPD’s special summon requirements. It probably would’ve been great during the early XYZ Era, but I don’t think it can keep up with other Photon cards today.

Individually it does not qualify, but I believe you can make it there through Galaxy Photon Dragon (the rank 4).
Summon this and its copy, then Xyz summon Galaxy Photon Dragon, detach 1 to add Photon Vanisher, special vanisher, add GEPD, summon GEPD. There’s probably more efficient lines, but I am not experienced with the deck and just notice that this is a potential line to do it.

Pretty solid. If your opponent doesn’t respond you get free rank 4 to star engine and if they do you have plenty of follow ups. If it just said hand it would’ve been terrible.
