Q: During the Battle Step, can I only activate the second effect of Cluster Congester at the time that my Link Monster is targeted for an attack?
A: The second effect of Cluster Congester can be activated during the Battle Step while a Link Monster on your field is being attacked, either when the attack is declared, or when a replay occurs and your Link Monster is selected as a new attack target, or at any point during that Battle Step prior to the Damage Step. Incidentally, when you activate that effect of Cluster Congester, you must banish it along with the attacked Link Monster as the cost, so if a replay occurred after your Link Monster was targeted for an attack but the new attack target is not a Link Monster, you cannot activate the effect of Cluster Congester.
