What a card declared by Prohibition/Psi-Blocker can and cannot do!

(This list is unofficial as far as the TCG goes, but I still do feel it is a useful reference. As it currently stands, we do not have any rulings from a TCG official source regarding Prohibition or Psi-Blocker. In the event this does change, any differences will be updated, but you should use the one provided by Konami before this one.)
What you can and cannot do with a card declared by Prohibition / Psi-Blocker:
- Be placed on the field by any means, face-up or face-down
- Normal/Flip/Special Summoned or Setting
- Activated (Spells/Traps)
- Placed on the field by a card effect
- e.g. If “Fateful Adventure” was declared, it could not be placed with “Rite of Aramesir”
- Returned from being temporarily banished
- A monster that would be returned from being temporarily banished will be placed in the GY instead.
- Be used as Fusion/Synchro/Xyz/Link Material
- This also includes if the Summon is only treated as a Special Summon and not that specific Summon type
- e.g. If “Yubel” is declared, it cannot be shuffled back into the Deck for the Special Summon of “Phantom of Yubel”, as that is still treated as using “Yubel” as Fusion Material, despite it not being a Fusion Summon.
- This also includes if the Summon is only treated as a Special Summon and not that specific Summon type
- Attack
- Change its battle position
- This refers to manual changes of battle position, any card effects that would change its battle position still work normally
- Activate any activated effects nor apply any non-activated effects
- Any effects that are non-continuous and have already resolved will still apply.
- e.g. The effect of a previously resolved “Dimension Shifter” would still apply normally if it was later declared.

NOTE: These actions are only allowed if they do not conflict with any of the guidelines in the “CANNOT” section.
- Use it to pay a cost for a card effect or use it as a part of a card’s effect.
- e.g. A declared card can be Tributed by “Enemy Controller”, added to your hand by “Reinforcement of the Army”, targeted and affected by “Raigeki Break”, etc.
- Use it for Tribute and Ritual Summons
- Use it for the Summoning procedure of another monster that does not treat that monster as material.
- e.g. A declared “Snoww, Unlight of Dark World” can be returned to the hand to Special Summon “Grapha, Dragon Lord of Dark World”
- Cards that alter their original name must be declared by that modified name.
- e.g. Harpie Lady 1 cannot be declared. You must declare Harpie Lady, and as a result, Harpie Lady 1, 2, 3, and Cyber Harpie Lady would all be affected.
- You do not need to declare the full name of a card. You only need to provide enough detail to describe the card such that both you and your opponent have a clear understanding as to which card you are referring to.
- You cannot declare the name of a Token.
