In this case, can my opponent apply the second effect of their Toon Bookmark in their GY and banish it instead?
A: No, they cannot.
“When the effect of Unchained Malevolent Magistrate Kamura is activated, can the effects of Ash Blossom & Joyous Spring or Dominus Purge be chained?”
Q: When the first effect of Unchained Malevolent Magistrate Kamura is activated, can the effects of Ash Blossom & Joyous Spring or Dominus Purge be chained?
A: Yes, you can. (It does not matter whether or not a Monster Card was targeted. Even if the effect only targeted face-up Spell/Trap Cards or only face-down cards, the effects of Ash Blossom & Joyous Spring or Dominus Purge can be chained.)

A: After resolving all of the effects of Dark Magical Curtain, you draw 1 card. (If you Special Summoned Dark Magician, meaning you can add a Spell/Trap Card to your hand that mentions Dark Magician, you add the card before drawing.)
“If I already have a monster on my field that I can only control 1 of, can I gain control of another monster with the same name?”
Q: Both players control a Mirrorjade the Iceblade Dragon, which each have the effect “You can only control 1 “Mirrorjade the Iceblade Dragon””. In this situation, can I gain control of the Mirrorjade the Iceblade Dragon in my opponent’s Monster Zone using another effect?
Also, if I do not have a Mirrorjade the Iceblade Dragon in my Monster Zone, but there is one in my Spell & Trap Zone treated as a Continuous Spell by the effect of Sinful Spoils of Subversion – Snake-Eye, can I gain control of a Mirrorjade the Iceblade Dragon in my opponent’s Monster Zone using another effect?
A: You will resolve the effect that gains control of your opponent’s monster, but immediately after resolving that effect, the Mirrorjade the Iceblade Dragon you gained control of is destroyed. (It is not considered destroyed by a card effect.)
Furthremore, the effect “If this Fusion Summoned card in its owner’s control leaves the field by an opponent’s card” cannot be activated.
“Can I activate Metamorphosis by Tributing a card Special Summoned by the effect of Chaos Hats?”
Q: Spell/Trap Cards Special Summoned by the effect of Chaos Hats are treated as monsters, but can I Tribute one to activate Metamorphosis and Special Summon a Level 8 Fusion Monster?
A: Yes, you can.

Q: If I already have Mind Scan face-up in my Spell & Trap Zone and I perform the following actions, at which point does its first effect (“While you have a “Toon” card in your field or GY, your opponent must keep their hand revealed, also you can look at their Set cards at any time”) apply?
(A) When I Normal Summon a “Toon” monster.
(B) When I activate a “Toon” Spell/Trap Card.
A:
(A) The effect applies as soon as the Normal Summon is successful. (If an effect that negates the Normal Summon is activated, the monster being Normal Summoned is not considered to be on the field yet, so the effect of Mind Scan does not apply.)
(B) The effect applies as soon as the Spell/Trap Card is activated. Therefore, while players decide whether or not to chain any effects, your opponent’s hand is revealed and their Set cards can be looked at.
