    “If the effect of Macro Cosmos is applying, can I apply the effect of Witchcrafter Scroll when activating the effect of a ‘Witchcrafter’ monster?”
    Q: Macro Cosmos is face-up in my opponent’s Spell & Trap Zone, and its effect “any card sent to the GY is banished instead” is applying. In this situation, when I activate the first effect of a face-up Witchcrafter Potterie in my Monster Zone, can I apply the effect of a Witchcrafter Scroll in my Spell & Trap Zone that states “If a “Witchcrafter” monster you control would discard to activate an effect, you can send this card from your field to the GY instead”?
    A: No, you cannot. When applying the effect of Witchcrafter Scroll, you must be able to send Witchcrafter Scroll to the GY. (The same applies with the effect of Witchcrafter Bystreet.)
    If the effect of Macro Cosmos is applying, the following effects also cannot be applied:
    – ZW – Sylphid Wing (last effect)
    – Naturia Camellia (second effect)
    – Palace of the Elemental Lords (last effect)
    – Chronomaly Temple – Trilithon (second effect)
    – S-Force Sorted World (first effect)

    “Can I activate the first effect of Radiant Typhoon Krosea if I drew it using the effect of Radiant Typhoon Vision?”
    Q: If I activate the first “●” effect of Radiant Typhoon Vision and draw Radiant Typhoon Krosea, then discard a card other than that Radiant Typhoon Krosea, can I activate the effect of Radiant Typhoon Krosea that Special Summons it in a new Chain?
    A: Yes, you can.
    Also, if the drawn cards are both Radiant Typhoon Krosea and Radiant Typhoon Fonix, the Great Flame, you can only activate the effect of 1 of them that Special Summons it from the hand. (For Trigger Effects of monsters that Special Summon themselves, only 1 can be activated from the hand on the same Chain, so you can only activate the effect of 1 of either Radiant Typhoon Krosea, Radiant Typhoon Fonix, the Great Flame, or Radiant Typhoon Varuroon, the Vibrant Vortex.)

    “Can I activate Dark Magical Curtain while the effect of Blue-Eyes Spirit Dragon is applying?”
    Q: Can I activate Dark Magical Curtain if the effect of Blue-Eyes Spirit Dragon (“Neither player can Special Summon 2 or more monsters at the same time”) is applying? If so, how does it resolve?
    A: Yes, you can activate it. The effect of Blue-Eyes Spirit Dragon prevents any one player from Special Summoning 2 or more monsters at the same time. When 2 monsters are Special Summoned by the effect of Dark Magical Curtain, they are Special Summoned by different players, so both players can Special Summon a DARK Spellcaster monster without being restricted by the effect of Blue-Eyes Spirit Dragon.

    “If Cyber Dragon Core is in face-down Defense Position, is it still treated as ‘Cyber Dragon’?”
    Q: If Cyber Dragon Core is in face-down Defense Position, can its effect that treats its name as “Cyber Dragon” while on the field or in the GY be applied when sending it to the GY along with another Machine monster to Special Summon Chimeratech Fortress Dragon?
    A: No, it cannot. If Cyber Dragon Core is in face-down Defense Position, its effect is not applied and its name is not treated as “Cyber Dragon”.
    However, you can still send a face-down Defense Position Cyber Dragon Core from your Monster Zone to the GY as part of the “1+ Machine monsters” material requirement when Special Summoning Chimeratech Fortress Dragon.
    Similarly, if the following monsters are in face-down Defense Position, their effects are not applied:

    Treated as “Cyber Dragon”
    – Cyberdark Wurm
    – Proto-Cyber Dragon
    – Cyber Dragon Drei
    – Cyber Dragon Vier
    – Cyber Dragon Herz
    – Cyber Dragon Nachster

    Treated as “Harpie Lady”
    – Harpie Queen

    “If the effect of Phara, the Goddess of Beginning was activated by revealing itself and Treasures of the Kings, can either player respond to the activation or effect of Treasures of the Kings?”
    Q: If I revealed Treasures of the Kings to activate the first effect of Phara, the Goddess of Beginning, can either player activate cards or effects in response to the following:
    (A) The activation of the card, Treasures of the Kings.
    (B) The activation of the third effect of Treasures of the Kings.
    A:
    (A) Effects cannot be activated in response. The effect of Treasures of the Kings that treats its name as “Temple of the Kings” is only applied after resolving the Chain Link made by the card’s activation. Therefore, at the time the card is activated, its name is still “Treasures of the Kings” and neither player can chain a card effect.
    (B) Effects can be activated in response. When the third effect of Treasures of the Kings is activated, its name is already treated as “Temple of the Kings”, so it is not a card with the same name as the one revealed for the effect of Phara, the Goddess of Beginning.
    The same applies to the activation of the following cards and their effects:

    Spell Cards
    – Endymion’s Lab
    – Walls of the Imperial Tomb
    – Decisive Battle of Golgonda
    – Evil Eye of Gorgoneio
    – Shiranui Style Solemnity
    – Sea Stealth II
    – Toon Kingdom
    – The Sanctum of Parshath

    A: Yes, you can.

    “Can I Special Summon multiple monsters simultaneously while the effect of Lane Restriction is applying?”
    Q: While the effect of my opponent’s Lane Restriction is applying, which states “If your opponent would Normal or Special Summon a monster(s) to their Main Monster Zone, they must use their leftmost usable zone(s)”, can I Special Summon multiple monsters simultaneously using the following methods?
    (A) The effect of PSY-Framegear Gamma.
    (B) The effect of Worldsea Dragon Zealantis.
    A: Both effects can be activated. In either situation, monsters Special Summoned to your Main Monster Zones must be placed starting with your leftmost usable zone.

    “Can I Pendulum Summon while the effect of Lane Restriction is applying?”
    Q: While the effect of my opponent’s Lane Restriction is applying, which states “If your opponent would Normal or Special Summon a monster(s) to their Main Monster Zone, they must use their leftmost usable zone(s)”, can I Pendulum Summon multiple monsters in the following situations?
    (A) My I:P Masquerena is in the Extra Monster Zone to my left, there are no monsters in my Main Monster Zones, and the only monsters I can Pendulum Summon are 2 monsters in my face-up Extra Deck.
    (B) My I:P Masquerena is in the Extra Monster Zone to my right, there are no monsters in my Main Monster Zones, and the only monsters I can Pendulum Summon are 2 monsters in my face-up Extra Deck.
    (C) My I:P Masquerena is in the Extra Monster Zone to my left, there are no monsters in my Main Monster Zones, and the only monsters I can Pendulum Summon are 1 monster in my hand and 2 monsters in my face-up Extra Deck.
    (D) My I:P Masquerena is in the Extra Monster Zone to my left, the only monster in my Main Monster Zone is in the same column as I:P Masquerena, and the only monsters I can Pendulum Summon are 2 monsters in my face-up Extra Deck.
    (E) My Saryuja Skull Dread is in the Extra Monster Zone to my left, there are no monsters in my Main Monster Zones, and the only monsters I can Pendulum Summon are 2 monsters in my face-up Extra Deck.
    (F) There are no monsters in my Main Monster Zones, and the only monsters I can Pendulum Summon are 2 monsters in my hand.
    A:
    (A) You can only Pendulum Summon 1 monster. When Pendulum Summoning from the Extra Deck to your Main Monster Zones, you must Special Summon to a zone a Link Monster points to; however, once you Special Summon the first monster, you are then restricted to Special Summoning to the zone in the same column as I:P Masquerena, meaning you cannot Special Summon the second monster from the Extra Deck.
    (B) You cannot Pendulum Summon any monsters.
    (C), (D), (E), & (F) In all of these situations, you can Special Summon all of the available monsters.

    “Can I add End of the World Ruler to my hand using the effect of Corrupted Ritual Records?”
    Q: Can I use the effect of Corrupted Ritual Records to reveal End of the World and add End of the World Ruler to my hand?
    A: No, you cannot. The text of End of the World Ruler mentions an “End of the World” card, but this refers to any card with “End of the World” included in its name, not specifically the card named End of the World.

    “When activating the second effect of S-Force Nightslayer, can the third effect of S-Force Retroactive be applied?”
    Q: When activating the second effect of S-Force Nightslayer, can the effect of S-Force Retroactive (“If an “S-Force” monster you control would banish a card(s) from your hand to activate its effect, you can banish this card from your GY instead”) be applied?
    A: Yes, you can. When applying the effect, you must banish S-Force Nightslayer from your field and S-Force Retroactive from your GY to activate the effect.
    Similarly, if you apply the following effects, you still need to banish S-Force Nightslayer from your field:
    – S-Force Chase (second effect)
    – S-Force Sorted World (first effect)

    “If Diabell, Queen of the White Forest is Synchro Summoned using Zalen the Shackled Dragon being treated as a non-Tuner monster, can I activate its first effect?”
    Q: If I apply the effect of Zalen the Shackled Dragon that treats it as a non-Tuner monster and send it to the GY along with a non-Synchro Tuner to Synchro Summon Diabell, Queen of the White Forest, can I activate the first effect of Diabell, Queen of the White Forest?
    A: It cannot be activated. (This is because it is not treated as a Synchro Summon that used a Tuner Synchro Monster.)

    “Can I activate the effect of Granguignol the Dusk Dragon if it was destroyed by the effect of Fydraulis Harmonia?”
    Q: My opponent activated the effect of Fydraulis Harmonia in response to the effect of my Granguignol the Dusk Dragon, and resolved it. As a result, Granguignol the Dusk Dragon was destroyed and sent to the GY. After that Chain resolves, can I activate the second effect of Granguignol the Dusk Dragon?
    A: It cannot be activated. (This is because a monster was not Special Summoned by your opponent’s activated monster effect while Granguignol the Dusk Dragon was in your GY.)

    “Can I return an activated Blitzclique – Breakaway to my Deck as the cost to activate the second effect of Blitzclique – Alternator?”
    Q: I activated the Quick-Play Spell Card Blitzclique – Breakaway, then activated the second effect of Blitzclique – Alternator on the same Chain. In this case, can I return Blitzclique – Breakaway, which was activated and placed in the Spell & Trap Zone, to my Deck as the cost?
    A: No, you cannot. (You cannot return an activated Quick-Play Spell Card from the Spell & Trap Zone to your hand or Deck.)

    “Can I return a card Special Summoned by the effect of Chaos Hats to my hand to activate the second effect of Mind Shuffle?”
    Q:
    (A) Can I return a face-down Defense Position card Special Summoned by the effect of Chaos Hats to my hand to activate the second effect of Mind Shuffle (“When your opponent activates a card or effect: You can return 1 Level 7 or higher monster you control to the hand; Special Summon 1 monster with a different name from your hand that mentions “Ritual of Light and Darkness”, ignoring its Summoning conditions”)?
    (B) After a card Special Summoned by the effect of Chaos Hats is flipped face-up, can I return it to the hand to activate the second effect of Mind Shuffle?
    A:
    (A) No, you cannot. To activate the second effect of Mind Shuffle, you must return a face-up Level 7 or higher monster you control to the hand as cost.
    (B) Yes, you can. In that case, you will Special Summon a monster with a different name than the card you returned, that mentions Ritual of Light and Darkness, ignoring its Summoning conditions.

    RULING REVERSALS

     

    Ruling changes that have occurred this month:

     

    Witchcrafter Scroll
    Old Ruling: If the effect of Macro Cosmos is applying, you can apply the effect of Witchcrafter Scroll when activating a “Witchcrafter” monster’s effect. (Witchcrafter Scroll is banished as a result.)
    New Ruling: If the effect of Macro Cosmos is applying, you cannot apply the effect of Witchcrafter Scroll when activating a “Witchcrafter” monster’s effect.
