【EFFECT】 Choose 1 face-down Spell/Trap Card on your opponent’s field and destroy it, then, if there is a Spell Card other than a Normal Spell Card in your opponent’s GY, you can choose up to 2 monsters in your hand and/or your GY and Special Summon them to your field face-up.

That’s… pretty saucy against strategies using equips, field spells and ritual spells and against everything else it’s still a situational spell/trap card removal.
Most Ritual Decks set their Ritual Spells from the GY, so this is pretty much designed to stop them.
On a lesser note it also stops the handful of Decks that rely on Equip and Field Spells.
Even if they don’t nearly every other Deck sets backrow during their turn, so you are essentially depriving them of a resource.
I say this is more than situational. I say this is very good depending on the matchup, and good overall.
Seeing this Trap Card, which is focused on weakening Ritual Decks, reminds me of the days when Konami printed everything to weaken Spellcaster and Executie Decks.
In any case, it would also be dangerous if we had Decks dedicated to Equip/Field Spells (but Konami hasn’t given any incentive to help those types of Decks)
Honestly, if they printed much more powerful Equip Spells (i.e. Shaman Bandits), then now we’re talking about this card’s potential. Even with that, I argue that it is quite situational card to use, especially decks such as Rush’s Harpie & Monarchs are unaffected in their lock towards Rituals.
