Yes but remember the Tuner lock any having to be Normal Summoned. So either played as a starter or with the Field Spell.

Also, top deck control is a kind of cancer that we never saw properly explored in Yu-Gi-Oh! We need our very own Lantern Control.
My man never played SPYRAL format.
Kashtira also managed to rock some topdeck control — yeah, Fenrir and Unicorn are more memorable for their offerings of spot removal and ‘what if Dogmatika was more final?’, respectively, but Ogre still let you make certain things were ESPECIALLY hopeless.
For the KT deck Is a neat addition. It is a useful summoning tool (only on NS, tho), can control the top of your opponent’s deck (preventing possible retaliation), and has good DEF.
Good card, overall.
Top deck modification also can be copied from the effects of Loudness War and the trap card so it’s quite spammable.
I know that people look at this deck from direction of typical synchro spam bullcrap, but I’m more excited to try it as full control deck. I’m curious if it’s the time to dust-off Time Seals, Drop-Offs, Drastic Drop-offs etc and just not let opponent to draw anything while popping things here and there with effects of other Killer Tunes.

Doubt it since you are locked into tuners when you use the effect and it’s only on normal summon.

Halq with actual restriction and normal summon requirement. It seems fine, but not broken, unless they release some dumb generic tuner synchro later.
Don’t forget, that there are Synchro-Tuner monsters. So you can still summon your Synchros as long as they are also tuners.
