is mudballman actually getting an effect?
Prolly not, the covering the effect is kinda just due to the structure of how these promos work.
Mudballman’s summoning restriction technically makes it an Effect monster. So yes, even without an effect tied to a requirement, Mudballman will still be an Effect monster in Rush.
Will probably be structured the same way as Cyber Dragon:
Elemental HERO Bubbleman + Elemental HERO Clayman
Must be Fusion Summoned.

Ah yes arguably the worst Hero Fusion in the game. I’m so excited.
Hey if you make mudman in rush you get to draw 3 next turn so like, that’s a plus i guess.
Yeah but ain’t there tons of much better Fusion monsters you could be summoning for the same reason. Even in Hero decks Flame Wingman and Thunder Giant are leagues better.
Most of the early Elemental HERO Fusions are awful. And most of these promo cards are awful too.
I remember Electrum and Mudballman being originally from McDonald packs at least in the USA. Fun Times!
Hiding the effects of a non-effect monster is so funny… also, Bubbleman isnt even worth using in RUSH, so what’s even the point of this guy. Then again, if they were ever gonna print this guy, a Promo is prolly the best place for it, since missing this dude is no big deal. Steam Healer and Mariner are better, and if they existed using bubbleman might become worth it, so its better for those to be printed on a proper booster instead.
Steam Healer is awful too. Elemental HERO doesn’t care about LP manipulation, unlike Psychic or Aqua. You are better off summoning Thunder Giant or the Wingmans if you have the materials. Bubbleman is already cut off from the vanilla support in this package and is a liability in a deck that turbos and recovers vanillas. Mariner on the other hand is situationally contingent on Skyscraper and Burst to gain ATK and deal with backrow.
The few monsters that have something close to lifelink, vampiric koala, C92, Steam Healer, etc. should’ve been standardized with battle damage inflicted AND the atk of the destroyed monsters being added to your life. If stabilization was a thing in ygo LP gain would be useful even if your deck had no other synergies with it.
This Hero is completely useless. Even by anime standards, Jaden always lost when he summoned this trash

Speaking of effect monsters without effects it blew my mind the day I realized this applies to Exodia’s head as well! Too bad ygo combat mechanics don’t reward you for having high def on its own.
I guess this monster will have a good efect in Rush ,cause other whise none one is gonna play it , even if they make it able to be contact fusioned.
The only cards significantly altered in Rush needed to be mechanically adjusted for the limitations of this format. For instance Elegant Egotist in Rush only Special Summons from the GY because there is currently no Special Summoning from the Deck in Rush. Mudballman has no such effect nor will Konami give it a new one.
The only effect this will have is its summoning condition where it must be Fusion Summoned.
The original also had no effect, so I find it difficult for the new one to have. Just like bubbleman which could have had a better effect but left it the same…. Unfortunately it is not fusion contact
