Ruling updates from the past few weeks.
“If Light and Darkness Dragon and Doomcaliber Knight are both on the field, how will their effects be applied?”
Q: If I control 1 Light and Darkness Dragon and 1 Doomcaliber Knight, and the following situations occur, what happens?
(A) A Spell Card is activated
(B) A monster effect is activated
A:
(A) The effect of Light and Darkness Dragon will activate as Chain Link 2, and the effect of Doomcaliber Knight will activate as Chain Link 3, without your opponent being able to chain anything in between. At this time, the effect of Light and Darkness Dragon will not activate as Chain Link 4. (It cannot be activated more than once per Chain.) As a result, the activation of Light and Darkness Dragon’s effect is negated, so the Spell Card activated at Chain Link 1 resolves normally.
(B) First, you arbitrarily choose which effect to activate as Chain Link 2. If Chain Link 2 is the effect of Doomcaliber Knight, Chain Link 3 is the effect of Light and Darkness Dragon. In that case, the Chain Link 3 effect of Light and Darkness Dragon does nothing, and the Chain Link 2 effect of Doomcaliber Knight negates the activation of the monster effect activated at Chain Link 1 and destroys it.
If Chain Link 2 is the effect of Light and Darkness Dragon, Chain Link 3 is the effect of Doomcaliber Knight. In that case, the Chain Link 3 effect of Doomcaliber Knight does nothing, and the Chain Link 2 effect of Light and Darkness Dragon resolves. When resolving the effect, if the ATK and DEF of Light and Darkness Dragon are both 500 or more, the activation of the monster effect activated as Chain Link 1 is negated and Light and Darkness Dragon loses 500 ATK/DEF each. When resolving the effect, if either the ATK or DEF of Light and Darkness Dragon are less than 500, or if it is no longer face-up in the Monster Zone, or if it has been determined to be destroyed by battle, the Chain Link 2 effect also does nothing and the Chain Link 1 effect resolves normally.
“Will the effect of Ultimate Leo Utopia Ray be negated if it is activated while Skill Drain is applying?”
Q: While the effect of Skill Drain is applying, if I activate the effect of Ultimate Leo Utopia Ray, will it be negated?
A: It will not be negated. The text of Ultimate Leo Utopia Ray states that the activation and effect of its first effect cannot be negated, and can still be activated while the effect of Skill Drain is applying. Even if the effect of Skill Drain is applying by the time the effect resolves, that activated effect will be applied without being negated.
Similarly, even if the effects of the following monsters are activated while Skill Drain is applying, the effect will not be negated.

A: No, you cannot. To activate the last effect of Promethean Princess, Bestower of Flames, it must already be in your GY when a monster is Special Summoned to your opponent’s field. The destruction and Special Summoning in the effect of Promethean Princess, Bestower of Flames are treated as occurring simultaneously, so when your opponent’s is Special Summoned, yours is not treated as being already in the GY and its activation requirements have not been met.
“If Yubel is destroyed by the effect of Nightmare Pain, can its effect that Special Summons Yubel – Terror Incarnate be activated?”
Q: The effect of Nightmare Pain is activated, and Yubel is destroyed as a result. After resolving the effect, can the effect of Yubel that Special Summons Yubel – Terror Incarnate be activated?
A: Yes, it can. When resolving the effect of Nightmare Pain, the part of the effect that destroys a DARK monster in your hand or face-up field and the part of the effect that adds a “Yubel” monster from your Deck to your hand are treated as occurring simultaneously. Therefore, it is treated as if nothing occurred after Yubel was destroyed, so you can activate its last effect in a new Chain.
“What happens if Solemn Strike or the effect of Invoked Mechaba is chained to the effect of Serpentine Princess?”
Q: When the effect of Serpentine Princess is activated, what happens if Solemn Strike or the effect of Invoked Mechaba is chained?
A: In either case, the activation of Serpentine Princess’s effect is negated, so a Level 3 monster is not Special Summoned from the Deck, but Serpentine Princess itself remains in the Deck.
Similarly, if Solemn Strike or the effect of Invoked Mechaba are chained to the following monsters’ effects that activate in the Deck or Extra Deck, the monster is not destroyed or banished.
