Toon Chaos: Collectors Rare cards also available in Unlimited packs
Apparently it’s not locked to First Edition packs only.
In this picture we can see that this copy of Toon Page-Flip is not a First Edition copy, but it is indeed a Collectors Rare copy, suggesting that cards in this rarity can also be obtained outside of First Edition boxes.
