Note: This card’s name is likely a play on 繚乱 (Ryouran), something profusely / suddenly happening in a large quantity, and 寒気団 Kankidan, a Cold Air Mass. i.e. a sudden massive cold air mass, i.e. the kind of mass likely to result in a rather huge storm, as depicted on the card art.
