Note: Nenshou sounds like Nenshou (burning). I think Shouseyanen is a play on “I can guarantee this is true”.

Might be a reference to Manabu due to the Combustion and FIRE references.
Overall a surprisingly useful card for Baseball even if it was intended for Three Rulers.
This is basically a more accessible Mazame the Ringing Alarm, trading a more easy-to-meet Requirement for a less broader pool of retrievable Monsters. Its Level being 4 mean its compatible with Legend Strike. And of course, the convenient FIRE Warrior Baseball.Deck synergy.
Tellingly, they both have the same attack restrictions for using their effects.

Man, more than Gakuto’s support, the entire section dedicated to Ruler is more of a love letter to the entire Sogetsu family. This card, despite helping Ruler, seems to be inspired by Manabu (at the same time Sogetsu Fish was inspired by Maguto)
About the card, I would say that it is quite good for resource recovery (and indirect support for Baseball), but I don’t think it will replace Mazame the Ringing Alarm (I would say that carrying both is the most ideal)
In any case, with all this great support and having access to one of the strongest Floodgates in Rush Duels, I would be surprised if Ruler does not enter the Meta or is not a viable contender (there I will have to do a theorem like “Why a Floodgate it is not all”)
So, will have cards to Gakuten and, of course, him…GAKUTING!!! ?
Isn’t Seyanen easier to use/trigger than Mezame? Sure you could use both, and even combo Mezame after Seyanen. But since Mezame requires your opponent to have a strong enough Monster out, it won’t be able to use its effect on the first turn or on off-turns when the opponent doesn’t have a strong enough faceup Monster.
