[EFFECT] Send the top card of your Deck to the GY. Then, you can choose 1 face-up Level 8 or lower monster your opponent controls. If you chose it, during the opponent’s next turn, they cannot attack with that monster.

Note: Rising sounds pretty close to Raijin, a kami of Thunder and Lightning in Japan.
