Almost all of these are reversals.
“If Solemn Judgment is activated in response to a monster’s Summon, can Destruction Jammer be activated?”
Q: If Solemn Judgment is activated in response to a monster’s Normal, Flip, or Special Summon, can Destruction Jammer be chained to that activation?
A: Destruction Jammer cannot be chained when Solemn Judgment is activated in response to a Normal or Special Summon. (Since the monster would be destroyed before it appears on the field, it is not treated as an effect that would destroy a monster on the field.)
When Solemn Judgment is activated in response to a Flip Summon, or the Normal Summon of a Gemini monster already on the field, you can chain Destruction Jammer. (It will be treated as an effect that would destroy a monster on the field.)
“If I only control 1 monster that is in face-down Defense Position, can I activate Champion’s Vigilance in response to my opponent’s Solemn Judgment when I Flip Summon that monster?”
Q: The only monster I control is a face-down Defense Position Rabidragon. If I try to Flip Summon that Rabidragon, but my opponent activates Solemn Judgment to negate the Flip Summon, can I chain Champion’s Vigilance?
A: Yes, you can. During a Chain in which an effect is activated that would negate a Flip Summon, the monster about to be Flip Summoned is treated as being face-up in the Monster Zone. (However, if it is an Effect Monster, its effects cannot be activated or applied yet.) Therefore, when chaining to the activation of Solemn Judgment, the condition of controlling a Level 7 or higher Normal Monster for activating Champion’s Vigilance is met.
“Can I activate Against the Wind if I would take no effect damage due to the effect of Des Wombat?”
Q: If Des Wombat is face-up on the field, so that I take no effect damage, can I activate Against the Wind?
A: Yes, you can. However, if an effect that prevents you from taking damage is applying when you resolve the effect, you do not take any damage, so you do not add the targeted monster to your hand.
“If I negate the Flip Summon of a Special Summon-only monster with Solemn Judgment, can I then Special Summon that monster from the GY?”
Q: If I use Solemn Judgment to negate the Flip Summon of a Special Summon-only monster, such as Chaos Sorcerer, that was in face-down Defense Position, can that Chaos Sorcerer, etc. that was destroyed and sent to the GY then be Special Summoned from the GY by effects such as Call of the Haunted?
Also, if the Flip Summon of Felgrand Dragon is negated by Solemn Judgment, can that Felgrand Dragon that was destroyed and sent to the GY then be Special Summoned from the GY by effects such as Call of the Haunted?
A: Yes, they can be Special Summoned. Even if the Flip Summon of a monster with Summoning conditions is negated, that monster is treated as having been properly Special Summoned.
“If the Flip Summon of The Phantom Knights of Break Sword is negated by Solemn Judgment, can its effect be activated?”
Q: An Xyz Summoned The Phantom Knights of Break Sword is changed to face-down Defense Position by the effect of my opponent’s Book of Moon. On my next turn, when I try to Flip Summon The Phantom Knights of Break Sword, my opponent activates Solemn Judgment to negate the Flip Summon. In this case, can I activate the effect of The Phantom Knights of Break Sword that Special Summons 2 “The Phantom Knights” monsters from the GY?
A: Yes, you can. Even if an Xyz Monster is changed to face-down Defense Position after being Xyz Summoned, it is still treated as an Xyz Summoned monster. If its Flip Summon is negated and it is destroyed, it will be destroyed in the Monster Zone, so the activation condition “if this Xyz Summoned card is destroyed” for The Phantom Knights of Break Sword has been met.
“Can I activate Cipher Spectrum while the monster effect of Blue-Eyes Spirit Dragon is applying?”
Q: Blue-Eyes Spirit Dragon is face-up in my opponent’s Monster Zone, and its effect that prevents each player from Special Summoning 2 or more monsters at the same time is applying. In this situation, if my Galaxy-Eyes Cipher Dragon with Xyz Materials is destroyed by battle or my opponent’s card effect and sent to the GY, can I activate Cipher Spectrum?
A: The effect of Cipher Spectrum Special Summons 2 monsters at the same time: The targeted “Cipher” Xyz Monster in your GY, and 1 Xyz Monster from your Extra Deck with the same name. Therefore, if the effect of Blue-Eyes Spirit Dragon is applying, you cannot activate Cipher Spectrum.
(In addition, if Call of the Haunted is chained to the activation of Cipher Spectrum, and Blue-Eyes Spirit Dragon is Special Summoned, the effect of Cipher Spectrum will resolve by only Special Summoning the targeted monster from the GY.)
“When a Flip Summon or a Gemini monster’s second Normal Summon is negated and it is destroyed, can I apply an effect “if it would be destroyed by battle or an opponent’s card effect, you can banish this card from your GY instead”?”
Q: A Grapha, Dragon Overlord of Dark World that was Fusion Summoned and then changed to face-down Defense Position is currently in the Monster Zone. When I try to Flip Summon that Grapha, Dragon Overlord of Dark World, my opponent activates Vanquishing Light to negate the Summon and destroy it. At this time, can I apply the effect of a Dark World Punishment in my GY and banish it instead of destroying Grapha, Dragon Overlord of Dark World?
A: You can apply that effect. However, even in that case, Grapha, Dragon Overlord of Dark World will be sent to the GY. The negation of a Flip Summon, or of the second Normal Summoning of Gemini monsters already on the field, is applied to a monster while it is face-up in the Monster Zone. Furthermore, if the effect negates a Summon and destroys the monster, that effect is also applied to a face-up monster in the Monster Zone.
In other words, Vanquishing Light will destroy Grapha, Dragon Overlord of Dark World while it is face-up in the Monster Zone, so you can apply the second effect of Dark World Punishment in your GY. However, since the Summon is negated even though the monster is not destroyed, Grapha, Dragon Overlord of Dark World can no longer exist on the field and it is sent to the GY.
Furthermore, the effect of Grapha, Dragon Overlord of Dark World that activates when it leaves the field by an opponent’s card cannot be activated.
“If a Pendulum Monster’s Flip Summon is negated, where will that monster be sent?”
Q: If the Flip Summon of Performapal Momoncarpet is negated and it is destroyed, where is that Performapal Momoncarpet sent?
A: It will be added to the face-up Extra Deck. If a Flip Summon is negated and the monster is destroyed, that monster is destroyed while in the Monster Zone. Therefore, if it is a Pendulum Monster, it is added to the face-up Extra Deck.
“When an effect that negates a monster’s Flip Summon is activated, can an effect be activated on the same Chain that targets the monster about to be Flip Summoned?”
Q: The effect of T.G. Halberd Cannon that negates a Summon is activated in response to a monster’s Flip Summon. On the same Chain, can I activate the following effects targeting the monster about to be Flip Summoned?
(A) Book of Moon.
(B) Compulsory Evacuation Device.
A: During a Chain in which an effect is activated that would negate a Flip Summon, the monster about to be Flip Summoned is treated as being face-up in the Monster Zone. (However, if it is an Effect Monster, its effects cannot be activated or applied yet.) Therefore, it can be targeted by card effects. Additionally, when resolving the effect that negates the Flip Summon, the Summon is only negated if the monster being Flip Summoned is face-up in the Monster Zone. Otherwise, the effect is not applied.
(A) Book of Moon can be activated. If its effect is applied to the monster being Flip Summoned, the effect of T.G. Halberd Cannon is not applied. (The monster remains in face-down Defense Position.)
(B) Compulsory Evacuation Device can be activated. If its effect is applied to the monster being Flip Summoned, the effect of T.G. Halberd Cannon is not applied. (The monster remains in the hand.)
“If Artifact Mjollnir is Special Summoned to my opponent’s field by the effect of Imperial Princess Quinquery, which player will activate its effect?”
Q: During my turn, I activate the effect of Imperial Princess Quinquery, and Special Summon an Artifact Mjollnir to my opponent’s Monster Zone. In this case, which player activates the effect of Artifact Mjollnir?
A: Your opponent activates it.
Summary of changes:
- On a Chain where a Set monster is being Flip Summoned, or if a Gemini monster is being Normal Summoned a second time, that monster that would be Summoned is already considered to be face-up in the Monster Zone. Previously, these monsters would not be considered to be on the field during this window.
- This change does NOT apply to a regular Normal Summon, or a Special Summon.
- Monsters being Summoned in this scenario can be targeted by effects that target face-up monsters on the field, and are also treated as being face-up on the field for the purpose of other effects.
- However, the effects of an Effect Monster being Flip Summoned cannot be activated or applied yet.
- A Pendulum Monster whose Flip Summon is negated will be added to the face-up Extra Deck.
- A Special Summon-only monster whose Flip Summon is negated will still be considered properly Summoned.
- If a monster is no longer face-up on the field when the effect that negates the Summon resolves, that effect is not applied.
- A monster being Flip Summoned can be protected against being destroyed by the effect that negates its Summon, but if the Summon is negated, the monster is still sent to the GY. (It is not considered to be leaving the field due to any particular player’s card effect.)
* The rulings regarding Against the Wind and Cipher Spectrum are also reversals, but unrelated to the above changes. (Previously, Against the Wind could not be activated if Des Wombat was applying. Previously, Cipher Spectrum would fail to Special Summon anything if the effect of Blue-Eyes Spirit Dragon was applying at resolution.)
* The Imperial Princess Quinquery ruling is not a reversal, but simply a new entry.

A Set monster being Flip Summoned is now considered to be already face-up like the Gemini Summon?? I’m not sure if some of these changes will make things more or less easy, and which kind of strategies will affect. I like some such as the Special Summon-only one, it makes more sense.
I sent Konami that T.G. Halberd Cannon question over 2 years ago, and was told they didn’t have an answer for it. Glad to see they finally got around to clearing that up.
