[EFFECT] Draw 1 card, but after you activate this effect, you cannot Normal or Special Summon monsters until the end of the tunr, except for Celestial Warrior, Warrior or Fairy monsters.
Note: 氷花 refers to basically a phenomenon of freezing in which something resembles a flower. In this case, it refers to that but also gravel from the river bed rising while frozen, creating a brief beautiful moment. Basically one of those ‘true beauty and wonder is ephemeral’ things Japanese culture tends to argue for, I think.
Also, you know, snowflakes are described metaphorically as ‘flowers of ice’. Which also, beauty is ephemeral since ya know, they melt.

I believe this is a reference to Maguto in GO RUSH; while this card doesn’t fit into Gakuto’s five Type theme (Warrior, Fairy, Reptile, Beast, and Winged Beast), its Type and Attribute (Fish and WATER) are the same as Maguto’s monsters.
The card is very niche though as you are locked into 2 Main Deck Types for the rest of the turn and is relatively incompatible with the themes that it does support (because it isn’t Warrior nor Fairy for Skysavior, and it doesn’t have 0 ATK nor the 5 aforementioned Types so it can’t be used alongside Gakuto’s cards all too well). You are also summon locked out of using this draw again on the same turn so it is a pseudo HOPT effect.
Overall the effect isn’t bad on paper and the requirement isn’t too awful for the early game, but it will be a detriment in the mid to late game as you have to give up field advantage for the extra draw (and Gakuto’s theme has a lot of draw power as is).
Rather, I would say that it is a reference to the artwork of Ancient Turtle Protector (the artwork of this prickly pear-shaped Monster is also similar, only it is at night)
Interestingly, Ancient Turtle Protector is a WATER Reptile and Koi of Winter Wonder is a WATER Fish: I guess there’s something like the Sogetsu’s Gardens where they all have sacred animals.
