As an editorial note, Ikeda Yoshimasa, a card game designer and industry expert, notes most of this is pretty banal and is less about heavily restricting so much as erasing the gray zone of posting videos and screenshots, and is essentially Konami in Japan giving a thumbs up to what people have been doing.

Makes me wonder when they’ll start applying these kind of guidelines worldwide. I know it’s only for customers in Japan currently, but it feels like it’s only a matter of time before Konami of America and Konami of Europe apply this as well

They don’t really need this kind of guidelines worldwide.
Japanese companies release them because Japan does not really have equivalent of Fair Use or similar laws. Any fan creations exist mostly based on unspoken social contracts and this kind of guidelines.
This is why also why public in Japan is so serious about not making anything against guidelines or company’s business – the company may go full scorched earth on fans. Someone streaming pirated copy of old Pokemon game may end with Nintendo stopping ppl from streaming all their games.
