This is the effect in the anime
This card’s name becomes “OuTerverSe” while in the Graveyard.
[REQUIREMENT] Send the top card of your Deck to the Graveyard.
[EFFECT] This card becomes Galaxy Type until the end of this turn. Then, if your opponent has a monster equipped with an Equip Spell Card on their field, all face-up Level 4 or lower Galaxy Type monsters on your field can attack directly this turn.

There are only two options: 1) Improve its Effect to make it less dependent on Equip Spells. 2) Give OuTerverSe some Equip Spells.
Why cant tcg get rush duel
If Rush cards came to the Master Duel format, the “come play Rush” appeal would disappear, part of the card game’s charm is its exclusivity.
Then why Rush using the art from official card game ,, it is so annoying to see them in Rush
