You can only use the (1) and (2) effects of “Wind Witch – Ice Bell” once per turn each.
(1): If you control no monsters: You can Special Summon this card from your hand, then, Special Summon 1 “Wind Witch” monster from your Deck. The monster Special Summoned this way cannot be Tributed, and you cannot Special Summon monsters from the Extra Deck the turn you activate this effect, except Level 5 or higher WIND monsters.
(2): If this card is Normal or Special Summoned: You can inflict 500 damage to your opponent.

Also for what it’s worth, the Youtube source video says Speedroids and Wind Witches have good affinity with one another.
