Duel him to obtain rewards.

Scheming Weevil drops rarer Rewards at higher levels. Raise your Stage Level to challenge Scheming Weevil at a higher level.

Regarding the Appearance Rate

Dueling Duelists in the Duel World will increase the likelihood of Scheming Weevil appearing. The chance of him appearing increases every time you Duel until he appears.

The chance of Scheming Weevil appearing will also be increased by Dueling in Ranked Duels.

(Surrenders do not count.)

You can check the chances of Scheming Weevil appearing by looking at the upper-right corner of the Duel World screen.
