Regarding the Appearance Rate
Dueling Duelists in the Duel World will increase the likelihood of Scheming Weevil appearing. The chance of him appearing increases every time you Duel until he appears.
The chance of Scheming Weevil appearing will also be increased by Dueling in Ranked Duels.
(Surrenders do not count.)
