Q: While the effect of my Raise Moon Starter Squeeze is applying, if my opponent activates the second effect of Quick Summon, and the card I draw with the effect of Raise Moon Starter Squeeze is Cielo, the Veil of Raise Moon, can I activate its effect?
A: It cannot be activated.
If a card is added to your opponent's hand by an effect that starts a Chain, the timing to draw with the effect of Raise Moon Starter Squeeze is immediately after that Chain Link resolves. In this scenario, the Chain Link made by the second effect of Quick Summon finishes resolving by adding a Level 5 or higher monster than can be Normal Summoned/Set from the Deck to the hand, so you draw with the effect of Raise Moon Starter Squeeze at that time. Afterward, the Tribute Summon is performed immediately after resolving the Chain Link made by the effect of Quick Summon. At the time of the successful Tribute Summon, the activation timing “When you draw this card” has passed, so the drawn Cielo, the Veil of Raise Moon cannot activate its effect.

Q: While the effect of my Raise Moon Starter Squeeze is applying, if my opponent activates the effect of Charmers of the Grand Circle as Chain Link 1, and applies the effect “● Add 1 "Possessed" Spell/Trap from your Deck to your hand” multiple times. In this case, when do I draw? Also, if a card I draw is Cielo, the Veil of Raise Moon, can I activate its effect?
A: After the Chain Link made by the effect of Charmers of the Grand Circle finishes resolving, you draw cards equal to the number of times a card was added to your opponent's hand. Also, regardless of which drawn card is Cielo, the Veil of Raise Moon, you can then activate the effect of that Cielo, the Veil of Raise Moon.

Q: If I have 40 or more face-down cards in my banishment, and during my Draw Phase I activate an effect that Special Summons Trirealm Rift Darkness, will that Draw Phase be skipped by the “● 40+” effect of Trirealm Rift Darkness?
Also, if I control a Trirealm Rift Darkness and during my Draw Phase the number of face-down cards in my banishment becomes 40 or more, will that Draw Phase be skipped?
A: In either case, the Draw Phase being conducted is not skipped and proceeds normally.

“While the effect of my Maxx “C” is applying, can I activate the effect of Cielo, the Veil of Raise Moon that I drew after my opponent's Tri-Brigade Revolt or Branded Banishment resolved?”
Q: While the effect of my Maxx “C” is applying, my opponent activates one of the following effects as Chain Link 1, resulting in 2 Special Summons and drawing a total of 2 cards. After resolving that Chain, can I activate the effect of Cielo, the Veil of Raise Moon if it is one of the cards I drew?
(A) The effect of Branded Banishment, “Target 1 "Despia" monster or 1 Level 8 or higher Fusion Monster in your GY; Special Summon it, then you can apply this effect. ● Fusion Summon 1 Level 8 or higher Fusion Monster from your Extra Deck, by banishing Fusion Materials mentioned on it from either field.”
(B) The effect of Tri-Brigade Revolt, “Special Summon a number of your Beast, Beast-Warrior, and/or Winged Beast monsters, that are banished and/or in your GY, but negate their effects, then, immediately after this effect resolves, Link Summon 1 "Tri-Brigade" Link Monster using only those monsters”.
A:
(A) It can be activated, regardless of whether it was the first or second drawn card.
(B) It cannot be activated if it was the first drawn card. It can be activated if it was the second drawn card.
In the case of Branded Banishment, you draw 2 cards after resolving the Chain Link, one each for the effect of Special Summoning the targeted monster and for the subsequent Fusion Summon. Both cards are drawn simultaneously.
In the case of Tri-Brigade Revolt, the effect finishes resolving within the Chain Link after monsters are Special Summoned from the GY or banishment, so you draw 1 card at that time. Then, the Link Summon is performed immediately after resolving the Chain Link made by the effect of Tri-Brigade Revolt. The 2 drawn cards are not treated as being drawn simultaneously, so the effect of Cielo, the Veil of Raise Moon that was drawn as the first card cannot be activated.
If a monster is Special Summoned during the resolution of a Chain Link, and a Synchro Summon, Xyz Summon, or Link Summon is performed afterward (with cards such as Tri-Brigade Revolt, Advanced Heraldry Art, or Mathmech Superfactorial), the effects of the following additional cards cannot be activated if they are drawn by the effect of Maxx “C” due to that first Special Summon:

Q: While the effect of my Maxx “C” is applying, my opponent Special Summons a monster and I draw a card. When my opponent activates the effect of that Special Summoned monster, which activates when it is Special Summoned, can I chain the effect of my drawn Cielo, the Veil of Raise Moon?
A: Yes, you can. (However, you cannot activate the effect if another effect was applied after drawing Cielo, the Veil of Raise Moon with the effect of Maxx “C”, such as when your opponent Special Summons a monster by an effect activated as Chain Link 2 or higher.)
Effects such as that of Cielo, the Veil of Raise Moon that activate “When you draw this card” can be activated on the same Chain as another effect that activated after that condition was met.

Q: When my opponent activates the effect of Maxx “C” and resolves it, can I apply the effect of Cielo, the Night Sky of Raise Moon - No More Bets! to make the effect become “Draw 1 card”?
A: Yes, you can. (The effect of your opponent's Maxx “C” is one that includes adding a card from the Deck to the hand.)
If the effect is applied, the effect of Maxx “C” becomes “Draw 1 card”, so the effect “this turn, each time your opponent Special Summons a monster(s), immediately draw 1 card” is not applied.
The same applies to the following effects:

A: The effect can be activated. If a card was treated as a Normal Monster and used for a Ritual, Fusion, Synchro, or Xyz Summon, the second effect of Piercing the Darkness can be activated when an attack is declared involving the Special Summoned monster.

A: Yes, you can. At the time the Link Monster is Special Summoned from the GY by the effect of Call of the Haunted, Ars Magna of Infinity and Finity is banished, so you can activate its effect after the Chain resolves.

Q: Can I select a Normal Monster Card treated as an Equip Card due to another effect as the target of Primite Drillbeam?
A: Yes, you can.
Similarly, the effect of Mind Mirror Force (“Negate the effects of as many face-up cards your opponent controls as possible, and if you do, destroy them”) will apply to Normal Monster Cards treated as Equip Cards and destroy them.
Furthermore, for effects that only negate the effects of a targeted card such as Qliphort Genius, you can target a Normal Monster Card treated as a Spell/Trap Card in the Spell & Trap Zone.

A: In all of these cases, the Continuous Spell, Field Spell, or Continuous Trap will not remain on the field. After the effect “Draw 1 card” is applied, the Spell/Trap Card is sent to the GY once the Chain finishes resolving, just like a Normal Spell or Trap Card. (Continuous Spells, Field Spells, and Continuous Traps sent to the GY this way are not treated as being sent to the GY by a card effect.)

A: It can be activated twice, and you will draw 1 card for each time you activate the effect. (You cannot draw 2 cards if you only activate it once.)

Q: If a monster Special Summoned this turn is in any of the following states, can it be targeted by the effect of Blue-Eyes Ultimate Dragon, the God-Surpassing Servant?
(A) It is changed from face-up to face-down Defense Position and then returns face-up.
(B) It is temporarily banished by the effect of Interdimensional Matter Forwarder or Toon World the Perfect World and returns to the Monster Zone face-up during that turn.
A:
(A) Yes, it can be targeted. If a monster Special Summoned face-up that turn is changed to face-down Defense Position by an effect during the same turn, that monster is still considered one that was Special Summoned that turn. The same applies if it is later changed back to being face-up.
(B) No, it cannot be targeted. If a monster Special Summoned face-up that turn is temporarily banished and returned to the Monster Zone, that monster is no longer considered one that was Special Summoned that turn. Similarly, if a monster that was Normal Summoned that turn is temporarily banished and returned to the Monster Zone, that monster is no longer considered one that was Normal Summoned that turn.

Q: My opponent activated the effect of Prototype Sky Striker Ace - Amatsu in response to the third effect of my Dark Paladin - Wave-Motion, changing it to “Destroy 1 "Sky Striker Ace" Link Monster your opponent controls”. If this modified effect destroys my opponent's Sky Striker Ace - Camellia and sends it to the Graveyard, can my opponent activate its second effect?
A: No, they cannot. Even in this scenario, the last effect of Dark Paladin - Wave-Motion (“After this card destroys a card by battle or card effect and sends it to the GY, neither player can activate its effects while it is in the GY”) applies.

RULING REVERSALS
Ruling changes that have occurred this month:
Number C6: Chronomaly Chaos Atlandis (DP29 erratum)
Old Ruling: The text “If you activate any of this card's effects, your opponent takes no further damage this turn” is an unclassified effect, and applies to any effects activated by this card.
New Ruling: The text “If you activate any of this card's effects, your opponent takes no further damage this turn” is not treated as an effect, and only applies to the effects “①” and “②” written on the card.
Notes: Previously, the unclassified effect would apply as soon as any of the card's activated effects resolved, but if Number C6: Chronomaly Chaos Atlandis was in a state where its effects were negated, this effect would also not apply. Since this text is no longer an effect, it applies even if this card's effects are negated. The old text also did not specify which activated effects it applied to, indicating it would also apply to effects it gained from other cards such as Gagaga Girl. Now it only applies to the two effects written in the text.
