Q: If I send Cross Keeper to the Graveyard as a Fusion Material for the Fusion Summon of an “Elemental HERO” Fusion Monster, can I activate its effect in the Graveyard?
A: Yes, you can. During the Fusion Summon process, sending materials to the Graveyard and Special Summoning the Fusion Monster do not occur simultaneously. In other words, the Fusion Monster is Special Summoned after Cross Keeper was sent to the Graveyard as a Fusion Material first, so its activation requirements have been met.
