A: No, it does not. (The effect of Phantom of Chaos treats it as a card with the same name and effects as the targeted monster only while it is face-up in the Monster Zone.)

Q: I have 2 cards in my hand, and the effect of my opponent’s Blackwing – Gale the Whirlwind is applied to my Slifer the Sky Dragon, making its ATK become 1000. If my hand then increases to 3 cards, what will the ATK of Slifer the Sky Dragon be?
A: It remains 1000. (Even if the number of cards in your hand changes, its ATK will not change.)

A: You can do both. You can activate the effects of Fusion Recovery or Branch! targeting the Proto-Cyber Dragon or Elemental HERO Prisma, and their effects will resolve as written.
“Can I Ritual Summon Nekroz of Trishula by applying the effect of Shurit, Strategist of the Nekroz?”
Q: Nekroz of Trishula is a Ritual Monster that must be Ritual Summoned without using any Level 9 monsters, but can it still be Ritual Summoned using Shurit, Strategist of the Nekroz, whose effect allows it to be used as the entire Level requirement for the Ritual Summon of a “Nekroz” Ritual Monster?

Q: What happens to an Angel Statue – Azurune that was Special Summoned by its own effect in the following scenarios?
(A) When an Infinite Impermanence that was Set targets a monster other than Angel Statue – Azurune, but Infinite Impermanence is in the same column as Angel Statue – Azurune in the Monster Zone.
(B) When an Infinite Impermanence that was Set targets Angel Statue – Azurune, and is in a different column as that Angel Statue – Azurune in the Monster Zone.
A: Continuous Trap Cards with effects that turn them into monsters, such as Angel Statue – Azurune, can be Special Summoned as monsters by applying their effects as Continuous Trap Cards to themselves while in the Monster Zone.
(A) It will be placed face-up in the Spell & Trap Zone.
If the effect of Infinite Impermanence, “for the rest of this turn all other Spell/Trap effects in this column are negated”, is applied, the effect of the Trap Card applied to itself is negated, so Angel Statue – Azurune can no longer remain in the Monster Zone.
The controller of Angel Statue – Azurune at this time decides which of their Spell & Trap Zones to place it in, and if there are no available zones, it is sent to the GY. (It is not treated as being sent to the GY by a card effect.)
Even after the effect of Infinite Impermanence stops applying, Angel Statue – Azurune will not be Special Summoned again from the Spell & Trap Zone to the Monster Zone.
(B) It remains in the Monster Zone.
If the effect of Infinite Impermanence, “negate its effects (until the end of this turn)”, is applied, the monster effects Angel Statue – Azurune has in the Monster Zone are negated. In this case, its Trap effect applied to itself is not negated.
“Can I activate Tri-Brigade Revolt while El Shaddoll Winda is on the field?”
Q: Can I activate Tri-Brigade Revolt while the Continuous Effect of El Shaddoll Winda that only allows each player to Special Summon once per turn is applying?
A: No, you cannot. Also, if El Shaddoll Winda has been Special Summoned by another effect by the time Tri-Brigade Revolt resolves, and its Continuous Effect is applying, the effect of Tri-Brigade Revolt is not applied regardless of whether or not you have Special Summoned this turn. (No monsters are Special Summoned from the GY or banishment.)

Q: Hu-Li the Jewel Mikanko is face-up in my Monster Zone. In this situation, when I activate an Equip Spell Card from my hand, or one that was Set, can my opponent chain and activate an effect that targets Hu-Li the Jewel Mikanko?
A: No. When you activate an Equip Spell Card, it is not yet equipped, but it is still in the Spell & Trap Zone. Therefore, the Continuous Effect of Hu-Li the Jewel Mikanko, “While you control an Equip Card, your opponent cannot target “Mikanko” cards you control with card effects” is applied, so your opponent cannot chain an effect that targets a “Mikanko” card you control.
“If Delta of Temptation was sent to the GY as the cost of activating the second effect of Eldlich the Golden Lord, can I activate its third effect?”
Q: I activated the second effect of Eldlich the Golden Lord in my GY, by sending Delta of Temptation to the GY as the cost. In doing so, I added Eldlich the Golden Lord from my GY to my hand, then Special Summoned that Eldlich the Golden Lord. After resolving the Chain, although Eldlich the Golden Lord is no longer in my hand, can I still activate the third effect of Delta of Temptation?
A: Yes, you can. (The activation condition “If a monster(s) is added from the GY to the hand while this card is in your GY” was met.)

Does this mean that if activated from hand, Infinite Impermanence and Evenly Matched activate in the hand, not on the field?
Yes.
They activate the same way you activate a Normal Spell Card from your hand. They activate on the field, but because they are in the hand they cannot be activated.
No, all Spells and Traps activate on the field. Go!KingRage simply has wonky text. According to this ruling, what it should really say is “Your opponent cannot activate cards that are currently in the S/T zone, also they cannot activate those card’s effects.”
Normal Spells can also be activated from the hand as usual, but not if you Set them first. The card text seems to be quite misleading…
I wonder what the impetus for the Level Down!? update was.
I think it was a clarification, as Winged Kuriboh’s various “Lv” forms are not standard and thus normally not an acceptable target for the “Lv” support cards. The fact “Level Down!?” works at all on them surprises me, but the fact that the lower “Lv” forms in the graveyard need to have been properly summoned by their respective conditions first does not
