A: Yes, you can.
Magical Musket – Steady Hands cannot be activated by targeting a monster that is currently attacking directly, or a monster that has already conducted damage calculation as a result of a direct attack this turn. However, if your Magical Musketeer Doc changed the target of its attack to a monster, it can be targeted by Magical Musket – Steady Hands.

“Can I activate Subspace Battle if I cannot add cards from my Deck to my hand?”
Q: Can I activate Subspace Battle if the effect of Droll & Lock Bird is applying and neither player can add cards from the Deck to the hand?
A: Yes, you can. If you do, each player reveals 1 monster from their Deck, except one with ? ATK, and the monster with the higher ATK is sent to the GY. (It is not treated as being sent to the GY by a card effect.) Also, the monster with the lower ATK is destroyed and the player who revealed it takes 500 damage. If their ATK is the same, both monsters return to the Deck. Neither player can activate the effects of the monsters they revealed, or monsters with the same name, this turn.
“If I banish a Fusion/Pendulum Monster from my opponent’s Extra Deck with the effect of Kewl Tune Crackle, in which direction is it returned to the Extra Deck during the End Phase?”
Q:
(A) If I banish a face-up Fusion/Pendulum Monster from my opponent’s Extra Deck with the effect of Kewl Tune Crackle, in which direction is it returned to the Extra Deck during the End Phase?

(B) Either effect of Cyber Dragon Core, while it is treated as Cyber Dragon in the Monster Zone or GY.

A: If you revealed End of the World Ruler, Cyber Dragon Core, or Dark Magician Girl the Magician’s Apprentice with the effect of Subspace Battle, you will be unable to activate the effects of monsters named End of the World Ruler, Cyber Dragon Core, or Dark Magician Girl the Magician’s Apprentice, however you can still activate their effects while they are treated as Demise, King of Armageddon, Cyber Dragon, or Dark Magician Girl without restriction.
Similarly, if you revealed Wightprince, Wightbaking, or Wightlord with the effect of Subspace Battle, you can activate their effects in the GY while they are treated as Skull Servant.
“Can my opponent activate Subspace Battle if I only have 1 monster or no monsters in my Deck?”
Q: If there are no monsters in my Deck that do not have ? ATK, or if there is only 1 monster in my Deck that does not have ? ATK, can my opponent activate Subspace Battle?
A: It can be activated in either case. (Subspace Battle can be activated as long as the activating player has at least 1 monster in their Deck that does not have ? ATK, and that player can see that their opponent has at least 1 card in their Deck.)
If there are no monsters in your Deck that do not have ? ATK when the effect of Subspace Battle resolves, you inform your opponent of this, and the effect’s resolution ends.
If there is only 1 monster in your Deck that does not have ? ATK when the effect of Subspace Battle resolves, you apply the “●” effect once. If there are no more monsters in your Deck afterward, the second “●” effect is applied without any action being taken, and the effect’s resolution ends.
“Can I activate the effects of Wightprince of Wightprincess during a turn they were sent to the GY by the effects of Shooting Riser Dragon or Chaos Valkyria?”

The effects that are prevented from being activated due to the effect of Chaos Valkyria refer to the name of the monster while it is in the GY. If Wightprince or Wightprincess are sent to the GY by this effect, you cannot activate their effects while their names are treated as Skull Servant.
The same applies if you send Wightprince or Wightprincess to the GY by the effect of Shooting Riser Dragon, or if Wightprince or Wightprincess are sent to the GY by Herald of the Abyss.
“Can the effect of Ghost Belle & Haunted Mansion be chained to the monster effect of Doom Regina Archfiend activated in a Main Monster Zone?”

A: In either situation, you can chain the effect of Trito Enneacraft – “exapatisIA”. (This is because the effect of Triple Tactics Thrust includes the effect of Setting a card, even if it is activated in a situation where the effect to Set a card cannot be applied.)
“When the second effect of a Lord of the Heavenly Prison that isn’t being revealed is activated, can the effect of Trito Enneacraft – “exapatisIA” be chained?”
Q: When the second effect of a Lord of the Heavenly Prison that isn’t being revealed is activated, can the effect of Trito Enneacraft – “exapatisIA” be chained?
A: No, it cannot. If Lord of the Heavenly Prison is not being revealed when its second effect is activated, its effect does not include Setting a card.
“Can the effect of Ghost Belle & Haunted Mansion be chained to the effects of cards such as Clown Clan Devils?”

A: When their effects are activated by selecting the first “●” effect, the effect of Ghost Belle & Haunted Mansion can be chained. When their effects are activated by selecting the second “●” effect, the effect of Ghost Belle & Haunted Mansion cannot be chained.
When activating the effects of Clown Clan Devils, Clown Clan Diablo, or Clown Clan Flair, you select one of the two “●” effects at activation and activate it as that effect. Therefore, the effect of Ghost Belle & Haunted Mansion can only be activated when the first “●” effect is selected and activated, which is the effect that adds a card from the GY to hand, Deck, or Extra Deck. (Note that it does not matter whether or not there are any monsters in the GY that correspond to that effect.)
“What happens if I activate the effect of Starving Venemy Dragon targeting a Lunalight Liger Dancer?”

(Lunalight Liger Dancer loses 500 ATK/DEF, its effects are negated, and your opponent takes 500 damage.)
Furthermore, if the third effect of Lunalight Liger Dancer is activated on the same Chain, Starving Venemy Dragon is destroyed first, so its first effect is not applied.
Similarly, if you target the following monsters with the effect of Starving Venemy Dragon, the entire effect is applied as written:

“How do I activate Solemn Report while the Pendulum Effect of Guiding Ariadne or the effect of Guilt-Gripping Morganite are applying?”
Q: The Pendulum Effect of my Guiding Ariadne is applying, so I do not have to pay LP to activate Counter Traps. In this situation, if I were to activate Solemn Report, how would I activate it?
A: You activate it by informing your opponent which “●” effect you are selecting. (You do not pay LP regardless of which effect you choose.)

RULING REVERSALS
Ruling changes that have occurred this month:
Transforming Sphere
Old Ruling: If Transforming Sphere is equipped with Dark Armed Dragon or Vanity’s Fiend and activates its effect to Special Summon the equipped monster during the End Phase, the equipped monster is sent to the GY.
New Ruling: If Transforming Sphere is equipped with Dark Armed Dragon or Vanity’s Fiend and activates its effect to Special Summon the equipped monster during the End Phase, the equipped monster remains equipped to Transforming Sphere.
Magical Musket – Steady Hands
Old Ruling: If your “Magical Musket” monster declares a direct attack, but a replay occurs resulting in an opponent’s monster being selected as the new attack target, your attacking monster cannot be targeted by Magical Musket – Steady Hands that turn.
New Ruling: If your “Magical Musket” monster declares a direct attack, but a replay occurs resulting in an opponent’s monster being selected as the new attack target, your attacking monster can be targeted by Magical Musket – Steady Hands that turn.
