The Yu-Gi-Oh! Edition Hong Kong webpage explains how you’re supposed to get your hands on Code Talker in Asia.
We’ll be explaining since it’s in Chinese.
Basically: You need to visit officially certified stores, and present the staff there with your Konami Card Game ID Log-In Page and Register your Details. In turn you should receive the card.
For Asia outside of Japan (and presumably Korea), this promotion will last from September 22nd to October 22nd.
Code Talker is limited to 1 ID per person for this promotion. (As in you can’t use your ID at multiple shops to get more Code Talker).
You need physically be present. Other people can’t pick up the cards for you.
And of course: It’s while supplies last.
