A: No, you cannot. When resolving the Chain Link made by activating On Your Mark, Get Set, DUEL!, check whether or not you control any other cards, and if not you can apply the effect that adds a “Synchron” monster from your Deck to your hand.
In the above scenario, Called by the Grave is still present on the field when resolving On Your Mark, Get Set, DUEL!. (Normal Spells, Quick-Play Spells, Normal Traps, and Counter Traps that have been activated remain on the field until the entire Chain finishes resolving, and are sent to the Graveyard afterward.)
