I see that Ruler is eating well with the few cards revealed:
– Finally we have the complete collection of Gakuto’s Celestial Warrior Main Rulers with “Kimeterasu the Divine Ruler”. In essence, the Effects of the Fusion Monster would become deadly to end Duels easily or be an impenetrable wall that could not be destroyed in Battle.
– “Hagoromo the Cloudle-Handling Celestial Seamstress” is interesting and plays with the Fairy engine that Gakuto uses in the Anime. I don’t know how viable it is to use, but it’s good for recovering Fusion or the Ruler-exclusive Fusion Spell Card.
– “Divine Transformation” looks like it will break into the format under the right conditions, especially with Skysavior. In fact, you can say that Konami knows that DARK Skysavior Fusion Monsters are so broken even to this day that this Fusion Spell Card is focused on only LIGHT Fusion Monsters. However, we all know what the main objective of this Fusion Spell Card will be: “Yamiterasu the Divine Ruler” (Imminent emergency banlist for Rush Duels in the future?)
Hagoromo is the most meta defining card here. Not only is she easy to summon with Cutpasterie’s effect, but better yet she can reset the very Fusion Spell card you originally use to summon her and recover *any* Level 4 or lower Warrior or Fairy in your GY to your hand. This card retrieves every Main Deck Skysavior and lets you Fusion Summon a brand new Skysavior on nearly every turn. While only the LIGHT Fusions can be summoned with Divine Transformation, Fusion has no restriction so you can easily summon Altierra and one of the LIGHT Skysaviors. Since both LIGHT Skysaviors have multi choice effects that strengthen with the number of Celestial Warriors you control, this is an easier way to summon them out. In other Fusion decks that rely on Level 4 or lower Warriors such as Talismanic, Hero of the Yeast, and even Sevens Paladin, this is also a good resource. Hagoromo can also be resummoned from the GY with Semeterasu.
The Kimeterasu Fusion appears to be the weakest on paper as he has no destruction immunity on his own and doesn’t lock your opponent, but it does help to bring Skysavior ane Rulers closer together into the same deck.
Divine Transformation is really good not only because you don’t have to waste resources to Tribute Summon the Rulers anymore, but due to how it is worded, future Gakuto support will undoubtedly mention this card by name and as such could end up one of the most supported Fusion Spells in the game. The Divine Rulers were held back by not being easily summoned and reused, but they have surprising synergy as Semeterasu can summon the materials for future Fusion Summons, while Kimeterasu and Yameterasu can destroy 1 monster your opponent controls per turn with both effects.
