The unlock event for regular Carly Carmine is here.
In this event, players can tackle various Investigation Notes from Carly, which can range from the typical Dueling (against Standard Duelists, Yusei Fudo, Jack Atlas, or people in PvP) to picking up Gifts in Duel World (the yellow ! circular icons in Duel World) to purchasing cards from either of the Card Traders. For completing these requests, players earn a small pre-determined reward, as well as event points. 4000 points are needed to unlock Carly, and since these event points span from 30 to 150, a lot of completed Notes are required.
Several event-exclusive cards can be obtained from doing these requests, such as “Temperance of Prophecy” and “Fortune Fairy En“.
These tasks can be difficult to get done by yourself, but players are allowed to send public “assistance requests” to other random players, which can help the tasks get completed faster. In return, you can help random players with their requests as well… or delete their requests to make room for a more favorable request you can help with. The more “Friends” you have, the better, as helping a Friend’s request earns you an additional 50 event points
This event only lasts until March 31 00:00 (EST), 2020, so it’s recommended to get started quickly. These requests can seem deceptively easy, but it it easy to get bogged down if you don’t have much free time to play Duel Links.

Her Skills are as follows (with their exact descriptions given, for the new Skills only):
Secret Seeker: View 1 Set monster your opponent controls. This Skill can only be used twice per Duel.

Miracle Power: If you control a face-up “Miracle Stone”, increase the ATK of all “Fortune Fairy” monsters you control by 300 times their respective levels. This Skill will only activate if you begin the Duel with a Deck and Extra Deck that only contain “Fortune Fairy” monsters.
Lucky Stones: Can be used on a turn in which you Special Summon a “Fortune Fairy” monster with its own effect. Play 1 “Miracle Stone” from your Deck in face-down Defense Position. This Skill can only be used once per Duel.

Lost and Found: Send 1 to 3 cards from your hand to the Graveyard, then add an equal number of “Fortune Fairy” monsters from your Graveyard to your hand. You can only use this Skill once per Duel.
Fortune Teller: Return 1 “Fortune Fairy” monster from your hand to the top of your Deck. This Skill can only be used once per turn and 3 times per Duel.

Draw Loan: Add 1 “Lucky Loan” from your Deck to your hand. You cannot conduct your normal Draw on your next turn. You can only use this Skill once per turn.
Acceptable Result: For each “Fortune Fairy” monster you control, add 1 “Unacceptable Result” from your Graveyard to your hand. You can only use this Skill once per Duel.
Only the Skills “Lost and Found”, “Draw Sense: Spell/Trap”, and “Fortune Teller” can be earned as Level-Up Rewards, at Levels 4, 13, and 20, respectively. All her other Skills can be randomly earned as a potential drop from Dueling a Legendary Duelist or a player in Ranked Duels, or by using Skill Chips at the Card Trader, or by using a Skill Ticket.
