Card Trooper’s draw is probably after the mill.
i could see them adding it to the top of the text above [requirement] like where the summoning condition text goes.
but you’re probably right they will either add it to the mill or just cut it entirely.
That would require Konami to change an existing ruling where the text on top of a card can become an effect off the field, rather than a summoning condition or being treated as a different monster’s name.
I doubt they will do this, so I imagine the draw will be after the mill, whether it happens directly or, to maintain the spirit of the original card, Trooper has to send itself to the GY to get the draw (and it’s optional in this case).
