(2) (Quick Effect): You can target 1 DARK monster you control; it gains 500 ATK, or, if that monster is no longer on the field, you can Special Summon 1 “Rokket” monster from your Deck in Defense Position instead.
TL note: The alternative part for the second effect is written as “if the targeted monster no longer exists”. This wording is new for targets, and how far it extends regarding edge cases is unclear.

Gives me hopes the mimighoul/mitsu/odeon support will be as good
So 2nd effect is meant to target a Rokket monster that will destroy itself with it’s anti-targeting effect trigger both it’s own ability to summon another Rokket & This Borrel Effect to summon 3rd from the main deck then leading into a Link-4 Borrel monster
